I'm interested in getting a city-building game. I was looking into Dawn of Discovery (Anno 1404) and SimCity. Not sure which SimCity, but I was looking forward to the one coming out early next year. I'm open to suggestions, but I want a game that focus mostly on city-building. I've heard that Dawn of Discovery has some combat, but that's okay.

If you're looking for a good SimCity to tide you over until the new one, try SimCity 4 Deluxe! It's a pretty solid city-simulator, even though it's getting a bit dated these days.

I hear they are releasing a new SimCity that is up to date in 2013. A classic game with upgraded UIs and graphics.
The best SimCity is #4. The new one coming out is controversial for many reasons. You can look up threads about that. I also like SimCity 3000, if you can find any copies of it. Another good one is CitiesXL.
To be fair, the last one was too, this one's just been dragged on the online-only Origin bandwagon and that's brought with it a myriad of problems that are alone enough to scare me away from this game, and I truly hate having to say it because EA once again managed to get my hopes up.
SC4 is a good deal, a great game, and a fantastic way to pass the time. Especially with custom content. Simtropolis and SC4Devotion are essential for a hardcore SC4 fan. I recommend you get that game and check out those communities.

The way I figure it, EA is like a push-up bra. You get so exited looking at it thinking: "Oh man, this is gonna be great!" But once you actually get inside and take a look at the real deal without all of the flair, it isn't as awesome as you once hoped.
Your best bet would probably be Sim City 4; it's enjoyable enough and has all the features one would want in a Sim City game (though Sim City 2000 had much better disasters (plus the newspapers were awesome) and I thought 3000 had the best presentation in the series). The "drive around town" mode is a neat novelty that's fun to do on occasion (Ooh! Who remembers Sim Copter? That game was neat because you could import SC2000 cities and fly around them in a helicopter). There's also the City XL series, but I haven't touched it... it's my understanding that there's no disasters.
Another possibility would be Dwarf Fortress... it's not about developing a modern city, but rather developing a coloney for dwarves to live in. You'll need to build industries, housing, and provide for the common defense.
Edit: There's also Tropico, which is a city builder with a carribean island feel. Of course, the game is mostly about being an oppressive communist ****... at least when I play it

Communism never works for me in Tropico... I always end up in the economic toilet. Maybe I don't do it right.

On Origin there is the SimCity Box, which I heard contained a few of the SimCity games. Are any of the other games that are included with the bundle any good? I heard that SimCity 4 has a huge modding community. What types of mods can I expect?
And does anyone have any input on Dawn of Discovery?

SimCity 4 is the best city-building game made to this day. It's a detailed and dynamic simulation to begin with. Then the whole thing was taken to another level with regions. The economy and demand associated with it is spread across the whole region, which can include dozens of cities. You can build diverse cities that specialize in their purpose. The Rush Hour expansion takes it even further by adding more detail to the traffic/transport simulation. It's game-changing.
The downsides of it are that the simulation can be a bit wonky at times. It doesn't always choose the best routes for commuters to take. Supply and Demand of certain types of development are a bit unbalanced. Just some relatively minor issues in what is otherwise an excellent game.
I sincerely hope that SimCity 5 can live up to that same standard. I don't mind the always-on or Origin part. I just want the game to be good.

Give Open TDD a try its not exactly the "city" building game but more of a transport company building game to connect and influence cities and industries around them. Some say its better in general then Sim City 4 and its debatable that Open TDD has more micro management and within Open TDD technolodgy advances and vehicles need to be replaced and such and you can AI compeat against you.

Since you're just starting out, I recommend you get the NAM and that's it. I know even that is tricky for beginners because of all the puzzle pieces and stuff, but you can ignore them until you get a feel for the game. Later on you should check out the RHW and CAM, though.
Also check out some terrain and water changers. I currently use Pegasus' Brigantine Water Mod and the Olympia Terrain Mod. There's much more I could say about this, but there isn't the time. Best to just browse Simtropolis's forum, or maybe SC4Devotion (since ST is reeeally slow this year due to all the SC2013 excitement).
Just wait until February 2013 for the new SimCity, for now try SimCity 4.

I honestly can say SimCity 4 is the only game out there that I never really bothered to get mods for. The game itself is perfect the way it is.

I heard Anno 2070 is more focused on the individuals of the city, but I haven't played it. I'll look into it though.
