I played it with a lesser CPU then yours let alone a 2600k and never had issues with it. Currently my 2500k never had issues of overheating with Civ 4 nor 5. So I would reckon its either your brother's CPU cooler is not at maximum capacity or internet causes such because he was hosting the game himself. Either way Civ 4 in SP should run perfectly on your rig
