First of all, I need an answer to my questions and they will never be answered on the damn megathread so please Mr crow dude dont lock my topic; thats not cool.
Ok, so first question is; does the level of the skill by itself determine the effectiveness of the skill, or is it only a means of gaining access of the skills perks?
I need a way to mitigate damage, but I dont want to waste all my perks on blocking if restoration does pretty much the same thing. So far the only spell that even resembles blocking is lesser ward, which doesnt stagger enemies, and only blocks spells but does add a very small +40 armor rating while its up. Meanwhile blocking doesnt seem to mitigate attacks worth a ****, so I put two perks points into the first perk, but not sure if I should continue.
What triggers executions? Every time I try to get one I just do a normal attack and then the dragon/other dies normally.
The skills I plan on focusing on are destruction, enchanting, smithing, and then other skills if I have enough perk points left.

Edit, I've heard the bulldozer or whatever perk for the shield is incredibly useful so you should look into that
