I don't want the Brotherhood of Steel to make another appearance in the game - I wouldn't mind seeing the NCR or Legion again though. But I'd prefer an entirely new faction. ))

Past two Fallouts felt more like action games then tactical survival and strategy to be honest.
I don't mind the combat at all, but make the survival more realistic and interesting like adding a reason to survive. The Fallout series in my humble opinion has always seemed to lack a real connection other characters. Probably Amata and James (dad) from FO3 were the best but not quite to par.
I'm bias anyway to Bioware's characters.
But with all the survival games released and games like Last of Us, I think Fallout 4 will have good batch of fan feedback to get some good work in.

I want more new factions added into the game. I wouldn't mind seeing the return of the Brotherhood of Steel or Enclave, but it feels like they have been over used and not much left to explore. One of my favorite things from my first time playing Fallout 3 was the mystery of all of the factions. Going into the game I had no idea about the Brotherhood or the Enclave or the Mutants, and the curiosity kept me going throughout the game, looking for more clues to these factions origins and their motives. But currently, the thrill of finding out about the unknown has since disappeared. So it would be nice if Bethesda added more factions to explore.

For FO3 I refer more to the atmosphere rather then gameplay.
I've always played games for their story and roleplay values.
Minor Spoiler Warning:
Fallout 3 had a massive atmosphere of people just making it day to day, Megaton, a quintessential junkyard haven in a nuclear desert with people fighting to get in and get water.
People attacking anyone who gets too close for fear of being betrayed (Minefield).
Small communities on the verge of collapse due to constant assaults (Bridge Town and Big Town).
New Vegas added the Hardcore mode in which you had to eat, sleep, drink, and use stimpacks more strategically.
Of course the Hardcore mode was far too easy once you got started. That's what I mean when I said "Make the survival more realistic and interesting".

Sprinting is a must. That and keep the leveling up system and don't switch it to Skyrim's. Don't get me wrong, I like Skyrim's leveling system but I think that Fallout's works better for Fallout games, just my opinion. Cars of some kind, even if it's just a bike or a brahmin because travelling on foot in in Fallout 3 was a pain. Not so much in New Vegas but I think that that was because it just felt more connected.

New Vegas Was Trash in story and expessially in many over powered things.
you could be more powerful in new vegas as a level 20 then in fallout 3's level 20.
just from how monsters and guns were made in new vegas is mostly due to this >.<
being able to kill a f#cking deathclaw as a level 20 because your melee is at 80
in Two hits is very ridiculous, (all super mutants and raiders or etc would die in 1 hit even if i hit them at there legs or hand)
being at 70 skill with guns and having a 44 mag you can kill super mutants in 1 or 2 hits as a lvl 18 or so.
anything above lvl 16 in vegas stuff just gets super easy :/
except to lonesome road since monsters had there own levels and would be 10 - 20 levels stronger then you.
but even then.
New Vegas has some things from fallout 2 but takes away just as much.
me being an original fallout fan back in 1996(when i played fallout) and etc i think fallout 3 is closer to how the game should be and more how the game was ment.
it was far more immersive and better story over all.
thats why almost all fallout fans agree fallout 3 is better then new vegas.

i do want the enclave to come back "slightly" kinda like how you killed all the behemoths in fallout 3 and then later tons of overlords showed up and seemed like they were slowly turning into behemoths.
it would be cool to see the enclave come back but only in a specific part of the wasteland and they WOULD not be in the main story they would just be like the dark brotherhood in TES you could help them or not
i think the legion shouldnt be in this next game much if at all because legion doesn't travel past the Missouri river or not yet..
NCR is way to far away in cali and technically just lost a fight(same with legion and house they all technically lost the fight because technically all endings did happen so they all will have an effect)

You don't even explain how the story in vegas was trash, it was far far better than fallout three in which the entire story is good guys (brotherhood, who weren't even good guys originally in the first place) vs the bad guys (the enclave). In new vegas each faction had drawbacks and advantages with far more complicated characters (compare house or caesar to eden or autumn). And what difficulty are you playing on? On very hard you couldn't kill a deathclaw in two hits with a melee weapon. Fallout 3 was a game that felt like it was only a few years after the bomb, this was never the point of fallout. The point of fallout was how civilisation would look after they got past the initial survival stages of a nuclear holocaust. New Vegas shows this much better than fallout 3. Also linking the bethesda forums to support your argument of which is better is a bit bias as fallout 3 was made by bethesda but new vegas wasn't.

In New Vegas you see that the BOS isn't all that is cracked up to be and are more morally neutral than they looked in 3 but that carries over so you kind of have this idea that they may be hiding something from you, or you are just looking at the Fallout 3 BOS through rose colored glasses. In New Vegas, most of the factions had there dark secrets and redeeming qualities but some of them were just plain bad (Caesar's Legion) I can agree that Fallout NV had it's more in-depth characters but Fallout 3 also had it's more interesting characters as well. The thing on 3 being right after the bomb is fairly accurate but I think the larger amount of Super Mutants and the fact that D.C. is the capital of America and therefore the area that most countries targeting us would aim for, can somewhat account for the lack of progression whereas, in New Vegas, it was protected from the bombs by Mr. House. While this can't account for the surrounding areas most of the people in Las Vegas would diffuse into the countryside and would result in the higher population, as opposed to the desolate area around Washington.

in all honesty the "outcasts" are the same as the western brotherhood.
even the eastern and western enclave are somewhat different in some views.
this was done on purpose to show how distances can change factional views and traits over time.

Bethesda Won the court case and now have full control of Fallout series as of Dec 2013.
so fallout 4 will be good.
im personally sick of NCR.
Legion seems so Bland and blank (sometimes) but they can add more stuff to them
