((Well, they could totally exist, and probably do because the wow signal was just confirmed. However there is one tiny part of this that makes any sort of face-to-face or even radio-to-radio contact possible. You see, the wow signal came from about 112 light years away from Earth, and that's if it was the closest star in the signal's general direction. We'd have to wait 112 years for any response to get there, and we'd have to wait even more than that to get a ship there. Eventually, there will be aliens, but we aren't about to send a bunch of people on a nuke propelled rocket to a star system 37 parsecs away just for them to be leapfrogged by a faster ship, having them find a thriving human colony when they get there.))

Canadian/UTSNA Technological Collaboration
The UTSNA has accepted the Canadian collaboration proposal, as they already have a capable propulsion device. They have sent the specifications and blueprints to Canada and Fergus McClain has already ordered SpaceX to launch a standard station core module into LEO for the ship to be built around, as sending a ship big enough for the trip would require an insanely large rocket, so the ship will be built in space. As a matter of fact, Fergus McClain has actually begun helping the R&D crew, he does have a degree in Aeronautical engineering.
Fergus McClain's Apartment, UTSNA Government Complex
Fergus McClain walks into his apartment, not a place one would expect a president to reside, but he has made sure the UTSNA never spends money on a mansion for the president when people are still living and dying in poverty. Of course, the apartment would look really nice if his clothes weren't all over the floor, or if the walls weren't covered in Star Trek posters and the table wasn't full of 100YSS trinkets. The throws his coat down onto the floor as usual and sits down at his computer. He turns on the monitor and shakes his mouse to turn off his SETI screensaver, revealing his ISV Venture Star background. He opens up the UTSNA scientific voice channel and one of his simulation programs and continues designing the Mars Exploration Vehicle with the help of various other scientists and designers. Canada has begun preparing modules for the current ship in space to Mars that will include the necessary propulsion systems.MoT Scientists are also sent down to wherever the UTSNA space centers are.Canada has also launched another satellite,but the purpose of this one is unknown.

Mars Project
The UTSNA has launched a Martian Orbiter/Rover ship, the orbiter will scout for a potential landing site near one of the poles. Once it has found one, the rover will be dropped into the atmosphere and will take samples at the landing site and set down beacons for robotic missions that will send supplies down in preparation for the manned ship's arrival.

"We must show them that we are as powerful as before. That we are not some small country to be humiliated upon. We have to hasten our pace, and build a rocket to Mars as well. Our ancestors have studied it; now it is to for us to land on it."
Suddenly, the Minister of Finance, Zhi Yu Tiou-Liou, stood up and objected to the President's claim. "But...it's impossible! Both economically and technologically!"
"That is why we must hasten our pace!" the President replied

With chemical energy, it will take eight months or more; it is not possible for the passengers to successfully return unharmed. The UTSNA has launched an extremely heavy module, which is a small habitation area shielded with lead. It has been stated that this will serve as the radiation shelter for the crew, as the lead can shield them from solar flares. It has been calculated that the outer hull of the craft does not require much extra shielding, just adding a little bit onto it should be fine.

The NRSE has begun work on a long term project called the Mars Settlement and Terraforming Project. They plan to send an orbiting satellite to Mars to begin terraforming it.
Phase 1 (Scouting):
They plan to finish construction of the ship in 2033, then which it will take approximately 4 months to launch into space. By may of 2033, it will begin a course to mars in which it also will fly by Deimos to get a better view of its geography for future settlement. Once it reaches mars, it will begin flying around Mars in a course taking it around the South and North poles.
Phase 2 (Arrival):
Once it is in stable orbit, a capsule will be deployed to land in Valles Marineris. The group inside of the capsule will land on it, and when there, build a colony for basic habitation. They will plant many cold-resistant plants in greenhouses, which will deplete the CO2 atmosphere and turn it into oxygen, along with making the fairly uninhabitable iron surface more suitable for plants to grow on.
Phase 3 (Greenhouse effect):
As the plants are growing, the orbiting spaceship, which is less manned now, deploys orbiting "mirrors" to reflect collected sunlight and magnify it onto the polar Ice Caps.
Once they melt, a large amount of CO2 will be released into the Atmosphere, which will make it a bit thicker for the moment.
Phase 4 (restoring the field):
Once the other phases have been completed, they plan on the most ambitious idea of all: Repairing the magnetic field.
The now-large colony will now send groups to place supermagnets in extremely carefully selected positions, and will place about 1000 of these. As a wire is connected between all of them, they will be electromagnetically charged.
The current belief is that this will create a temporary and weak magnetic field, but it will have to suffice, and will as more magnets will be constantly added.
The end of the project is projected to be between 2100 and 2200.

The UAR is willing to trade 1 Billion in refined materials, such as cut diamonds, gold, steel, etc, over a period of time of 4 years [250 millions' worth per year] in return for all the advancements in robot technology. Back in 2013, they had made significant progress in a robot, created by Honda, called 'Asimo,' that could walk, respond to commands, carry items, run, etc, automatically, and even recongnize faces and people.

Since the UTSNA,UAR,and NCE were already working on a Mars trip,they ask if they should all get together and work on this project,as it may be the only way to make it even remotely successful.

The UTSNA also endorses the idea of the NRSE joining. They have also stated that it would be kind of nice to have a name for the conglomeration, because news companies certainly don't want to have to say "UTSNA, UAR, NCE, and NRSE Conglomeration decide to do something".

Design Problems
The UTSNA has run into a problem designing the ship. Namely the fact that it will need to be entirely self-sustaining, and thus huge. Every nation will need to launch a habitation module filled to the brim with plants for it to work.

The NRSE MSTP has decided to remain independent of the other groups, and learning of the group joining along with their date, decides to put this as their main center of work, therefore pushing the launch date back to October 2030.

It had been decided in the Legislature Yuan today with a majority vote of 403-274 that the Red Planet Program will NOT be initiated, overriding the President's request. "It is simply impossible to support without affecting the economy as a whole," Legislature Hao Liu (劉浩) says. "We do not have the technology to start such a program as well."

The plants in the hydroponic planters are all plants that consume a lot of carbon dioxide, produce a lot of oxygen, and provide food.

The propulsion system is a previously-prototyped explosive charge propulsion. Here's how it works:
The area has a large amount of mines located inside of it, and releases them into an explosion area behind the ship. The explosion pushes on a sort of spring, which catapults the spaceship further and further towards mars.
The outer parts are completed, but the inner mechanisms have yet to be assembled. They are still constructing the deployed satellites.

If anything, Nian-Tong was beginning to regret staying here. He had remembered the fact that you couldn't walk a few meters here without coughing and wheezing, and heeded the lesson of wearing a mask at all times when outside. The government was indeed trying to improve the conditions here; but the dams couldn't function when the water was so dirtied.
Of course, the search was becoming a lost cause, and yesterday, he decided to return back to Nanjing. Nian-Tong was about to board the train planned to arrive at seven in the evening. When he returns to Nanjing, the first thing he will do is to get a medical check.

==MSTP==
The NRSE has begun work on a long term project called the Mars Settlement and Terraforming Project. They plan to send an orbiting satellite to Mars to begin terraforming it.
Phase 1 (Scouting):
They plan to finish construction of the ship in 2033, then which it will take approximately 4 months to launch into space. By may of 2033, it will begin a course to mars in which it also will fly by Deimos to get a better view of its geography for future settlement. Once it reaches mars, it will begin flying around Mars in a course taking it around the South and North poles.
Phase 2 (Arrival):
Once it is in stable orbit, a capsule will be deployed to land in Valles Marineris. The group inside of the capsule will land on it, and when there, build a colony for basic habitation. They will plant many cold-resistant plants in greenhouses, which will deplete the CO2 atmosphere and turn it into oxygen, along with making the fairly uninhabitable iron surface more suitable for plants to grow on.
Phase 3 (Greenhouse effect):
As the plants are growing, the orbiting spaceship, which is less manned now, deploys orbiting "mirrors" to reflect collected sunlight and magnify it onto the polar Ice Caps.
Once they melt, a large amount of CO2 will be released into the Atmosphere, which will make it a bit thicker for the moment.
Phase 4 (restoring the field):
Once the other phases have been completed, they plan on the most ambitious idea of all: Repairing the magnetic field.
The now-large colony will now send groups to place supermagnets in extremely carefully selected positions, and will place about 1000 of these. As a wire is connected between all of them, they will be electromagnetically charged.
The current belief is that this will create a temporary and weak magnetic field, but it will have to suffice, and will as more magnets will be constantly added.
The end of the project is projected to be between 2100 and 2200.

The UAR is willing to trade 1 Billion in refined materials, such as cut diamonds, gold, steel, etc, over a period of time of 4 years [250 millions' worth per year] in return for all the advancements in robot technology. Back in 2013, they had made significant progress in a robot, created by Honda, called 'Asimo,' that could walk, respond to commands, carry items, run, etc, automatically, and even recongnize faces and people.
Canada says they have nothing against it and approve of them enjoying it.
NRSE's Plan
Since the UTSNA,UAR,and NCE were already working on a Mars trip,they ask if they should all get together and work on this project,as it may be the only way to make it even remotely successful.
The UTSNA also endorses the idea of the NRSE joining. They have also stated that it would be kind of nice to have a name for the conglomeration, because news companies certainly don't want to have to say "UTSNA, UAR, NCE, and NRSE Conglomeration decide to do something".
Plus a name would just be sorta cool.
Design Problems
The UTSNA has run into a problem designing the ship. Namely the fact that it will need to be entirely self-sustaining, and thus huge. Every nation will need to launch a habitation module filled to the brim with plants for it to work.

The NRSE MSTP has decided to remain independent of the other groups, and learning of the group joining along with their date, decides to put this as their main center of work, therefore pushing the launch date back to October 2030.
Phase 1 update:
The main pieces of the ship are being created, and the planning of the ship is revealed:

Physical charactaristics:
The ship measures 120x40 feet, and is a large cylinder. It is a cylinder so that it can create artificial gravity in spinning. The ship will be assembled in space, with the constituent parts of it being sent up individually.

It had been decided in the Legislature Yuan today with a majority vote of 403-274 that the Red Planet Program will NOT be initiated, overriding the President's request. "It is simply impossible to support without affecting the economy as a whole," Legislature Hao Liu (劉浩) says. "We do not have the technology to start such a program as well."
However, the Fuxing space program, which had been planned to be initiated and launch its first rocket in early to mid-2031, will proceed as normal. "First we must send people into space first," Hao Liu added, "before we can even consider the possibility taking people to Mars. We can't be ahead of ourselves, and must think wisely."
Some legislatures, however, propose a collaboration with other countries. "We should not view space exploration as some sort of competition, but rather, as a cooperative expedition with every participant sharing their knowledge," Legislature Liang Lin (林亮), who had supported the Red Planet Program, argued. "Most countries, including us, have resources that the others don't. If we cooperated, we may have enough of everything to possibly make the program easier."
Other legislatures refused to collaborate, denouncing other countries for undermining their efforts.
Meanwhile, at the same time, the FRC Ministry of Finance agrees to the UAR's trading request. They hope to improve relations, which had been broken during WWIII.
Hearing of the ridiculously ambitious plans of the NRSE, the UTSNA has sped up progress on their own program and has launched the first of the three main habitation modules, which holds 2 small rooms (On the end of a spinning rod, which produces gravity), two hydroponic gardens (Also on the end), and a central core that contains a fold-out table with a food storage container, along with yet more hydroponic planters. The plants in the hydroponic planters are all plants that consume a lot of carbon dioxide, produce a lot of oxygen, and provide food.

Alice Laila: "With conventional drives, it'll be 2 years in space. 2 years! They'll need a competent medical staff on the ship if it takes that long to get there, which will just use up more oxygen!"

The NCE is mostly contributing resources,since the scientists in the UTSNA have better knowledge of how to build space-ships.
March 1st, 2030:
The propulsion system is a previously-prototyped explosive charge propulsion. Here's how it works:
The area has a large amount of mines located inside of it, and releases them into an explosion area behind the ship. The explosion pushes on a sort of spring, which catapults the spaceship further and further towards mars.
The outer parts are completed, but the inner mechanisms have yet to be assembled. They are still constructing the deployed satellites.
( Oh, and why are you making assumptions about my ship being inadequate? I have only told you some of it's workings, and may you please wait until it is complete? )

If anything, Nian-Tong was beginning to regret staying here. He had remembered the fact that you couldn't walk a few meters here without coughing and wheezing, and heeded the lesson of wearing a mask at all times when outside. The government was indeed trying to improve the conditions here; but the dams couldn't function when the water was so dirtied.
Of course, the search was becoming a lost cause, and yesterday, he decided to return back to Nanjing. Nian-Tong was about to board the train planned to arrive at seven in the evening. When he returns to Nanjing, the first thing he will do is to get a medical check.
He sighed as he walked down the now-cold streets. Nian-tong hadn't intended for himself to stay for such an extended amount of time, and therefore did not have the clothing to give himself any kind of warmth. Shivering, Nian-Tong entered the railroad station, immediately inserting a coin into the vending machine outside and pressing a button. The machine dispensed a hot peanut milk mix, and Nian-Tong opened it, first hastily drinking it before placing the plastic spoon inside.
"Much better..." Nian-Tong muttered, walking into the railroad platform and sitting down on a bench. He looked up at the large digital clock. Twelve minutes before the train to Nanjing arrived. He would have to wait.
Idly sitting down and enjoying his soup, a person sat down next to him, clumsily moving his backpack, which accidentally hit Nian-Tong. Thankfully, Nian-Tong had saved his soup can in time, albeit spilling some out. A card also fell as well, which read the number "76".
"Sorry," the person apologized, sitting down, picking up the numbered card from the ground.
"It's fine," Nian-Tong replied.
The two of them sit silently for the next few minutes, the person opening his backpack and checking for things inside. Nian-Tong kept his distance, moving to the edge for whatever item may fall on him. When the train arrived, Nian-Tong was the first to stand up and leave.
Both had no intention of being late.
