So, unfortunately the forum roleplaying was flooded by low-quality, effortless RPs that won't survive longer than week. Those RPs are throwing good ones straight to bottom, where no-one would read them. So, some advices regarding that situation:
1. Don't make bad RPs.
If you think your idea is unque, think twice before posting, think of amout of RPs you started. I assure you, you'll either won't make it, or make it better. Look at other RPs that collected good amount of posts. Participate in some. Please, don't flood the forums by your low-quality RPs. Sometimes good posting guides appear here that could help you.
1.1 Don't support bad RPs
You notice a bad RP. Idea seems somewhat good, so you join it anyway, you are giving it a chance. But it bumps that thread that is going to die in a week, it wastes time and buries good rps. Think twice BEFORE you join. Think about high-quality RPs that are such a shame to loose. Close the tab and never return to that thing.
2. Give reputation to good RPs.
Some players may find RP interesting, unque, awesome, etc. but won't join due to some reasons. Why not give the author reputation, so everyone would know that this RP is endorsed by people? You'll make the author happy for sure and would help people around.
2.1 Support good RPs if you can
You've posted, you've left. That's an ordinary kind of posting in RPs. Soon you forget about it, the RP dies, author and members are disappointed and the time is wasted.
But you can save it. Leave the tab open or bookmark the RP. Is it that hard? If you can't bookmark it, make sure to at least CHECK it.
3 Forum modification
That's more a proposal: Why not divide the section into two parts: Serious RP and Newbie RP? The Do not Disrupt RPs rule won't apply to serious RP section so the people could express their opinions (Freedom of word, something americanish that we need here)
More advices should be appreciated. Good ones would make it into the post.
EDIT: And even this thread didn't help. I don't want to point at users, but it's getting desperate.
I agree DrNightKOT. All of the "low-class" RP's have buried all of the good ones to a place where it would be too deep to dig for them. When you make a "low-quality" RP you are not only angering the experienced RP'ers, you are also pushing all of the good works to the core of the earth. Like he said, think twice.

Any suggestions on alternate timezones? I know nothing can be done about them, but for some(like me) its gonna be hard to keep up with some RPs unless someone else's timezone overlaps mine and the rest of the RPers.

I agree with Jair's idea. I don't say it to have my RPs nº1 in the list and start to say: "DIS RP IS DA BEST!!!!!!!!", but as a way to see which RPs are good and which are bad. Something like a forum roleplay IGN would be perfect, with some criticism to all RPs to help them, but not stuff like: "**** this RP and **** everyone who play it I hope they die in ****ing hell they shitheads". Something like: "This thread needs better administration and organization" (more detailed of course) and with tables of content that lead to a different review. Idk about making a list guys, it might get you a smack on the back of the wrist from complaints from the 'culprits of bad RPs', so to say.

I feel kind of insulted by all this. I'm a little perplexed on how someone says it's a "good RP" ahead of time. You can't. People will make RPs that others think is bad and others think are good. Plus most of what makes a "good RP" are the people that support it. If there are a bunch of ten year olds dropping F-bombs like the Vietnam War used napalm then they ruin the RP for some people. But if there are people who are there to have fun but not at the expense of others then it can be great.
I completely agree with your advice 2 & 2.1 but the first part doesn't seem right to me. It seems a little cold and mechanical, like a corpration, you're just shooting down anything that you personally don't like, I think if you see someone who put in some origanal effort or have made good RPs before then you should support them. Then after some time you should judge it horrible or not. Of course you should critize people's work but make it constructive. This is simply my opinion.

Yes! Thank you! I am so tired of sub-standard RPs cluttering the whole category, whether it be rotten from the OP, or poisoned from the players, I haven't seen many RPs I've really wanted to join for a while, though maybe that's just my bad luck. SilverNeko, I think what people mean is that if the OP isn't detailed, or the requirements for entry are low, then it might not be worth one's time, but it's really a matter of opinion. Also, if anyone is looking for an RP that hopefully won't be terrible, be sure to keep an eye out for my next RP, Qui Vivunt (Latin for "those who live), but with skilled RPers like you guys, it can't really suck that hard.

Is this really the issue? If you and your friends really enjoy an active RP then keep it alive with discussion & content and do you really want to appeal to people who don't have the attention spans to scroll down the page? RPs that have the most support will enjoy their successes at the top of the page more frequently.
Some people don't have lots of time to scroll up through 3 pages of monotonic text searching for needed RP. Some people are spending time on long, literate posts. If the RP has got very fast posting rate it means that RP fell into the doom of one-two liners. And that isn't a RP already.
What's more, bumping is not allowed. Your RP can't survive if no-one saw it. It gets shot down and buried under the gunmeat. And you know, some people put more effort to their RPs.
I'm not particularly pissed at casual 1-2 line RPs, but rather the half-arsed attempts at them from GMs that either abandon ship right after it starts or GMs that let in every Tom, **** and Harry that does the same thing and brings it down around them due to the GM not moving on without deserters.
At the moment, if tags are embraced properly, finding an Intermediate/Advanced RP shouldn't really be a problem.
Finally, just so my previous words aren't taken completely out of context, don't make the list. That's persecution and is unfair.

GOOD RPS:
(Highly advanced) The Invasion of Germany
(and on and on)
BAD RPS:
(No-rules) The Murdering of Hitler
(and on and on)
What I mean over here is that the list would suck if there is no reason why they are on their places, they should say something like:
(Administration needs to be a lot strict, add some rules to avoid random **** to happen and be original, there is alerady an invasion of Germany thread, etc.)
With this I mean there will need a little reasoning why they are on their place and not just throw them into the list without any kind of help (And no, posting in the OP of that RP won't count)
I believe the list would be bad if it was only like this:

(and on and on)
BAD RPS:
(Free-Casual) The Murdering of Hitler
(and on and on)
