Internet speed is 20 Mbps up and down. I'm hoping to not use much more than half that.
So what I'm planning on doing with this is hosting a simple, almost vanilla Minecraft server with a maximum player count of 20. What can be changed to reduce price while still keeping the general specifications? I don't need that much power in the CPU and Intel usually runs smoother, but it's also more expensive. My biggest concern is the PSU. It is really cheap and a cheap PSU usually doesn't run too well or very long. The case is something that I don't care about other than size, it has to be small. What I currently have is the largest I'll go. My budget is $250. While I am over budget right now, I'm not too concerned since it's so low.
Well, as you've noted I wouldn't trust that power supply, especially since it's a server and will presumably be running 24/7. I also would touch an OCZ Agility 3 as they're rather unreliable. Why are you using an SSD & HDD anyway? If this machine will only be running the Minecraft server you wouldn't really need both.
I wanted dual hard drives so I could have a main drive and a drive with nothing but backups. The only reason why I went with the SSD in the first place is that on the part picker site that I'm using, it was the cheapest option out of anything. Given the reliability, the price is for good reason. I don't know why I don't just pick a slightly larger drive and partition it, I have some sort of fear of doing so. I'm using pcpartpicker.com, if anyone wants to see what my available selection is.
Being a server machine, you need to up your budget a bit. If you are going to be backing up etc... you will need more storage than you have got currently. Also, why no ODD? How are you going to install an OS without a CD?
Last thing, why not just rent one?

OP, DO NOT plan to be running a Minecraft server off of a consumer grade SSD. It will wear it out very fast because of the amount of writing Minecraft servers have to do to the disc. Just spend a bit extra on a high RPM drive.
Also, spend more on the PSU, especially since this is a server. That thing looks like it would blow out after a week.
For a Minecraft server, you could probably just get away with having a single hard drive instead of a solid state (and thus could afford a slightly larger hard drive so you have room to expand in the future).
I host a server as well and have fairly similar specs. Intel Core i3-2120 3.3GHz, Gigsbyte motherboard, Kingston 4GB DDR3 (1x4gb), 750GB, Apevia HTPC case. I also have a Blu-ray player, TV tuner, and GeForce 210 video card because it doubles as a DVR/media center.
I wrote a custom backup script that takes my entire Minecraft server directory (except the DynMap map plugin files) and makes a date-stamped zip file and dumps them into a folder every nightly at 5am. It also copies the most recent backup (around 300MB zipped) onto a flash drive in case of hard drive failure, though you could get away with using Dropbox too.
Why are you spending all that AND hosting it from home when you could get a vps / shared hosting in a professional datacenter ?
It would cost you a lot less and probably offer better performance.

for one reason alone, once your server is dead and nobody plays on it, what are you going to do with the machine? for that matter most desktops after 2008 can do a 10+ man without trouble
