Can these specs (http://pcpartpicker.com/p/9fJH8d) run a 512x resource pack (like R3D.CRAFT) and SEUS Shaders (10.1 Standard/Ultra/DOF/Blur) with 0 lag (50-60FPS+)? How much FPS can I expect to get?

It can, but that computer is horrible. I mean, that RAM is WAY overpriced.

I have gotten professional feedback that it is a great setup, but if you can beat it, be my guest :
Budget: $1800 max
Usage: 512x/1024x with SEUS - all settings max, and non-MC related, a bunch of resource intensive stuff
Parts: The same parts in that PC I just presented.
Currency: USD $

Really a $200 mobo WHY
a cooler master 212 wont be good when OC'ing
and a $400 monitor with no ratings...
why not a 128GB SSD and a 1TB HDD you are going to run out of space fast with just a 512GB SSD

Wow... 1. The mobo comes with a sound adapter, wired, and wireless (including ac) networking, very good ones too. 2. It's very decent. 3. Cheapest monitor for those specs... 4. I will never need over 500GB, seriously... there shouldn't be over 1TB HDDs/SSDs, how much crap can you download?

all motherboards have integrated sound and Ethernet ports...and you can buy a wifi adaptor for like $30
No a Cooler master 212 is not good for overclocking especially with a 4690K
why exacly do you need a single monitor thats 2560x1440 you can just do dual 1920x1080 monitors and only spend about $200
And also forgot to mention that the RAM is way overpriced so what if its 2400MHz it doesnt really make a different between 1600 or 1866
1TB HDD's are for Gamers who download Alot of games and incase you didnt know most games today are over 10GB
im a gamer and im in the need of bigger harddrives

all motherboards have integrated sound and Ethernet ports...and you can buy a wifi adaptor for like $30

1. The mobo is the cheapest one that supports AC (which will soon be the primary internet type) 2. It's good enough for what I'm doing, I'm not gonna be overclocking much, why bother with 3.5 GHz? 3. Because I play games on one screen, that is stupid to have it split on 2 screens, I'm not a spider. 4. The RAM is the same price as most 1866s, but much faster, so why not? 5. 10GB a game * 100 games = 1 TB... who is their right mind needs 100 games...And even if I bought the mobo and wireless with AC seperate, it's a waste of time, $100+ mobo + $100 wireless adapter is $200+, more than my $200 mobo, which has everything I need there.
You don't need an i5 for minecraft, or even shaders for that fact. With my experience and my friend experience with almost this same setup, this runs shaders just fine and plays minecraft without shaders at about 120-300 FPS. You will be able to use a 512x texturepack, just not with shaders; if you want to use it with shaders, you're going to have to turn down the settings just a little bit.
If you're not going to be overclocking much, you don't need a 4690K or an expensive motherboard. Seriously, you can easily pick up a motherboard for much cheaper that will be more than adequate for slight overclocks. You can just as easily get a separate wireless AC adapter for less than it would be coming with the motherboard. Also, why do you need even 1866MHz RAM? Have you ever actually looked at benchmarks comparing RAM performance at different frequencies? It makes practically no difference whatsoever in performance. Any differences will only show up in benchmarks.

If he wants to base his build around an unlocked i5, that motherboard is fine. To match that board's quality overall you'd be spending $150+, and buying a separate PCIe (USB adapters have limited range and usually aren't as strong) wireless-ac adapter would bring that cost quite close to the Z97-Pro.
Also, a 212 EVO will be fine for a 4690K. Devil's Canyon is MUCH better than the original Haswell in thermals, to the point where 1.4v is quite easily achieved with a commercial cooler. While I would agree that it's not a cooler that fits his price range, if OP is being so stubborn about it the small difference that a better cooler would make isn't worth arguing about.
The RAM is fine too. At $1800, I would be much more concerned about the performance benefits of 2400Mhz than I would be about the $30 saved.
The only thing I would change in the entire build is the case, because the original Phantom is starting to show its age and had issues even when it was first released. Something like a Phantom 630 would be much better and worth the extra money.
And yes, I do know he is only playing Minecraft. The catch is, all of you are underestimating just how intensive 512x packs or shaders are just on their own, let alone combined.
He only wants it because it will run shaders AND "professionals" told him it's fine.
As for the combination of the texturepack and shaders, my computer (before it broke) had an fx-6300 and a 7870 and could run shaders fine. Adding in a texturepack made it lag a bit more and I had to turn down the setting. My friend had the same results; he has a fx-6300 and an r9-280x.
