You should just get the build you are currently getting. Direct X 12 is not something you should jump right into. You would maybe see a small performance increase in direct x 12 than 11.1.You can get it later down the road. But it's nothing too special.
Get the 7850. It can most likely run high to ultra settings on Bf4. The 750 ti also performs good just as not as much as the 7850.

Waiting for DX12 is probably not a good idea. It's being announced on the 20th, but it could take several months for any cards to support it and they will be very high-end cards.
And, to poke the bear of costs, I'm paying 1650 for a new build, (4770K 3.5Ghz, 16GB DDR3, Mobo with USB3, 770 and that's without hard drives. Come at me bros. Then I'm going to buy a 400 Dollar monitor. And there is nothing you can do to stop me.

No real advantage to X79 vs haswell honestly. Price to price they're pretty comparable, unless you're getting a 6 core of course but then they're also a heap more expensive.
As far as I'm aware they're going to be using Z87 for a little while though, at least for broadwell anyway. Not entirely sure what's happening after that though.

As far as I'm aware they're going to be using Z87 for a little while though, at least for broadwell anyway. Not entirely sure what's happening after that though.
It's possible that they'll move to a new platform for Broadwell, and if the rumors are true, Haswell refresh may require a new platform as well.
Regardless, it's unlikely that Broadwell will bring any major performance improvements over Haswell (refresh)
