I have an ASUS VS238H-P that I got about 11 months ago. I hadn't used it for about 2 and a half months, and just yesterday I turned it on for the first time since. Today I turned it on again, and I noticed a group of around 20 or so stuck pixels all condensed in an area about the size of a pencil eraser. Even stranger, they change color depending on the color of the background. On a white background, they are mostly yellow with a few red ones. On a black screen, the yellows turn blue and the reds turn a faded gray-blue color.
I have tried all of the basic remedies and none have worked. What is going on? Is there an easy fix, or should I send it back under warranty (since it hasn't yet been a year)?
Note: The color changes when the background color changes could just be an optical illusion, but I cannot be sure.
ASUS's warranty (no warranties, for that matter) cover stuck pixels unless it covers more than 30% of the visible screen.
Either try the eraser or color flash trick, or deal with it.
Not exactly true Viewsonic will replace for 1 stuck pixel or just inaccurate pixel if it is within the center of the screen. 5 is the replacement point anywhere else. ASUS will replace fully dead pixels if it is just 1, they will replace if 5 are anywhere.

This contradicts my experience with ASUS, which is why I have dropped them as a brand for monitors.
They give me the runaround and insist it's user caused damage or that the warranty doesn't cover it.

Contact support and send them a picture of the problem. If it's as large a problem as you say there's a pretty good chance they'll replace it provided you're still within the warranty period. I had an asus screen with issues before I got my dell and the issues were technically not covered by warranty but they still replaced the screen anyway.
I found the Newegg invoice; it was purchased Dec. 13, 2012. The warranty says 3 years, but people say that ASUS only recognizes 2 years; in any case I'm covered. Hopefully they'll work with me.
UPDATE: Curiously, about half of the stuck pixels have disappeared, not as a result of any of my attempts to fix them. Strange.
Are you sure it's not the image on the screen faking stuck pixels?
100% positive, I have taken screenshots and the pixels do not appear in them.
Have you ever cleaned your monitor with any kind of liquid or spray?
Other than those slightly dampened wipes (that I used once) specifically made for screens, no.
Has any moisture gotten into the seam between the panel and bezel from spit or drinks or food or w/e?
I haven't spilled anything on it, could have possibly been someone else in my house but that's unlikely.

Do they appear with solid blacks/whites covering the whole screen?
On a solid white screen, they are most visible and are colored red. On a black screen, they are much less noticeable and appear bluish-gray. I don't know if they're actually changing colors or if it's an optical illusion.

based on your statement above, I believe you got them reversed. From your second quote, it would seem that stuck pixels < 30% are covered where as stuck pixels > 30% are not. Perhaps you meant to say ASUS's warranty Does not cover stuck pixels unless it is > 30%?

Well this is just their written policy, I recommend ViewSonic anyway.

Perhaps I am misinterpreting the wording or something was improperly stated, but when you said,
