It all depends. I can't really answer, but for Minecraft, most people prefer Windows 7 because Windows 8 isn't made for Minecraft, since Windows 8 is much younger than Minecraft.
I would go with windows 8 since it uses less resources than windows 7 does. That will give you better performance in your games. You also get some great features in windows 8 that people always tend to look over.

There is no added RAM usage. Vista/7/8 in their default configuration leave like 1MB of free RAM, and the rest get's used for SuperFetch. Even ignoring that the allocated commit charge of a clean Win8 install is less than the allocated commit charge of a clean win7 installation.

Interesting, I was under the impression 8 allocated some amount of RAM as sort of a "reserve" for win8 apps.
This must have been something only present in the consumer preview.

I heard somebody striped Windows 98 down to 14mb or something, So if you can do something like that with either (Obviously not 14mb) It will probably save you some space and maybe some memory. I dunno I will look in too something like this later.
For the best results probably set your theme to Windows 7 Basic.

Windows 2000 is 5.0, Windows XP is 5.1 which was built off windows 2000.
Windows vista is 6.0, 7 is 6.1 and 8 is 6.2, which were built off of windows vista.
