I'm pretty sure the Celeron would bottleneck the 7750.
A 7750 is overkill for MC, and the Celeron is only for web browsing and office work..
I think he'd be better off with something like this:
It has an APU that will power Minecraft finely, plenty of hard drive space and RAM, and he'll be able to add in a 7750 or 6670 later down the road to CFX with the APU.

Think of a Celeron as an ever so slightly slower Pentium. The two lines are indistinguishable these days, save for small differences in clock speed. A Celeron wouldn't bottleneck a 7750 on any moderately GPU-intensive game. It would also run MC better than two Piledriver modules due Minecraft's limited thread usage.#dontknowdontpostyoloswagmoney
Let's not forget that a 7750 + Celeron is cheaper than the weaker 6800k - even more so when factoring in the faster RAM needed for the 6800k.
