yer, maybe massive dust bunnies, and so the fan wasnt spinning, now makes alot of banging noise; but then im inclined to say his cpu is also fried, or at least on the verge of digging its own grave. XD
only the mobo, stupid enough to not turn it off when installing a fan, using this as an opportunity to get a bigger case with a more modern PSU, and no dust in the heatsink due to me cleaning it out recently (heard it's good to do that)

SeaSonic, Silverstone, Antec, some Rosewill, some Thermaltake, some EVGA, some OCZ, some XFX, Corsair, Super Flower, Delta, and PCP&C PSUs are all decent enough quality.

Fans are static, not active. This would not fry the mobo. I've hot-swapped fans many times while the computer was running, both with the 3/4 pin mobo headers and 4 pin molex.
Well, the bios is running, because the fan speeds are regulating, and if the bios is running, the processor is also running, and the fans are hot swappable, but only if you don't touch the mobo itself while it's on
