is it dead set at 30fps? If so you may be capped at 30fps because of your display (the projector) therefore any more fps wont be seen so the card refuses to go over. Try a different display. and post results.

Many CRT televisions refreshed at 30Hz. VSync will also cap your FPS to certain values if your framerate is below 60. If your framerate is below 60, it is capped to 30FPS. If it is below 30FPS, I believe it caps it to 15FPS.
However, OP, it is likely that Minecraft is simply not stressing your graphics card enough for it to boost its clocks up from idle speeds and actually give you the performance it can. If you can create a "High Performance" profile within your graphics card drivers, or something of that ilk, it may improve your performance.
This is true. A 7950 is too overkill for Minecraft, so it barely puts any load on it.
Kinda like how AntVenom thinks you need 2 680's for Minecraft for some reason and he only gets like 40 FPS while recording when he presses F3.

I created a profile and cranked all the settings up but no improvement, im going to try a LCD and see if anything gets better
My current rig is half of that. I still get 50FPS during day and 90FPS at night. That is weird. I wouldn't want to game on a projector tho....
Minecraft often has issues running well with high-end graphics cards because they sometimes don't recognize it as a 3D game. I used to have a $50 graphics card in my computer and it performed roughly the same in Minecraft as my current graphics card which was $200. Even though other games run better, Minecraft performs pretty much the same.

PC Specs:
CPU- AMD FX 8350
GPU- Gigabyte Radeon HD 7950
Motherboard- Gigabyte 990FXA-UD3
PSU- 650 watt
RAM- 4x 4GB g-skill ripjaws- 16GB
Case- Thermaltake Overseer
Display- BenQ Projector
Also when i use my old Radeon HD 6850 i get the same framerates, very confused
try dedicating more ram or playing around with the settings in optifine or catalyst
If Minecraft needs more than 1GB you are either using some insane mod (and 1.5GB should be plenty), or you are doing something horribly wrong.

That would be part of the reason as well. The graphics card simply isn't being told it needs to work to do anything, so it just idles.
