Firstly, I'm not sure yet is this should be in software or hardware support, seeing as the issue is unknown.
But my problem is Minecraft. I don't think my graphics card (Gigabyte HD Radeon 7970 w/ Factory OC) should be performing how it is. Here are my average frame rates, please tell me if it is performing below the standard, or if it is working as expected. The rest of my PC Specs are in my Signature.
MC Version 1.4.6
Windowed View - Maxed Settings
Average Frames Per Second: 106 (Goes up to 145FPS+ Rarely)
Maximised View - Maxed Settings
Average Frames Per Second: 108 (Getting higher for some reason... Goes up to 140FPS+ Rarely)
Fullscreen View (1080p) - Maxed Settings
Average Frames Per Second: 118 (Dafuuq? Don't know why it is higher. Goes up to 140FPS+ Rarely)
I run 64bit Java, have updated my graphics drivers recently, I am NOT Running on Intel graphics, and yes, my GPU is flush against the MoBo, so it isn't a lack of power.
Here are some frame rates from Just Cause 2 and L4D2 (They are currently my most resource intensive games)
Just Cause 2 - Maxed Settings
Fullscreen @ 1080p
Average Frames Per Second: 125 (Ranges around 113-159FPS)
L4D2 - Maxed Settings
Fullscreen @ 1080p
Average Frames Per Second: 145 (Ranges around 110-160FPS)
Please help, It just doesn't seem right with the frame rate being so low.
Did you download the latest amd drivers? My friend just got his 7950, it was underperforming and I had told himt o update the drivers. He thought he did until I came over and I downloaded the beta drivers for him. Now the thing gets around 200+ fps easily. So double check you have the latest Beta.
Edit: I also just wanted to throw in there that FPS is fine, Vsync it anyways you won't see a difference.
What CPU do you have? the framerates doesn't seem too bad to me.

It's just because I heard FM87 Gets 350fps with his 560ti while recording, which is weird, seeing as the reason I got the 7970 was because I heard it was the best single GPU on the market, and seeing Minecraft doesn't support SLI/CrossFire, the 350FPS would be from a single 560ti... First of all, your monitor can probably not even display more than 60fps, unless it is a 120hz model. but even then, It would pretty much hit the maximum of the monitor.
Also minecraft is horribly optimised, so it is not a game you can compare as far as performance goes.

MC really just doesn't care about consistency in performance. It played better on my old C2D/4650 than my 3570k/OC 7970. As long as you're getting >60FPS, don't worry about it. Otherwise, those specs are fine for a 7970. I hit slightly higher numbers than you in L4D/JC2, but I'm also running a wild and crazy overclock.
