Is this laptop good enough for a small minecraft server? At max there will only be 2-5 people on it at a time. Most of the time it will only have 2 people on it.

No you do not.... Minecraft servers for 5 people or less only require 512MB of RAM.
and btw if u want plugins for your friends u need at least 4 gb
Err, I am not letting a random person on my server (and it is full right now, there is a limit of 6 people).
I have a few plugins as it is, no you do not need 4GB. Right now I am running the ion cannon, essentials, minebackup, monsterbox, mximgimport, worldedit, and dynmap (though I do not have dynmap set up at the moment).
A server with 384MB of RAM can comfortably host a 7 person server. I speak from experience.

When you set RAM limits and use a barebones OS you will have no trouble at all unless people start flying fast in a direction that needs to generate new chunks.
I pre-rendered (or rather force-rendered with a plugin) 300 chunks in each direction from spawn on my main machine to avoid that problem.
I don't want any plug-ins for my server. I had a server for my desktop running on less than a gigabyte with no lag. So you don't need 4 gigabytes to run a server. I have a good internet connection. Also on the info about the laptop posted it says the ram can be brought up to 8 gigabytes. The reason I don't want to buy a used/new desktop is the new ones aren't that cheap and I don't really trust used computers. You never know what will be on them or how long they will last. Also what is so bad about running a small dedicated server on a laptop?

Hmm... getting a better desktop is also rather difficult at that budget. This desktop is probably the best you can get, though it comes with no operating system. You can get a light linux distro and run that.
EDIT: At those speeds, you should be fine.

upload speed= 4.04 mbps
Also if you guys know of a good new low-price desktop that is sold in the U.S.A. from a known company(windows, apple, etc.) please post a link here.
That kind of a desktop at those speeds should be more than fine for a ~10-15 person server even with lots of plugins.
My budget is probably under or at $300(I'll update my price range when I can). I would prefer a built computer. I would really prefer a computer that is ready to set up a server with out going threw a lot of installations or modifications.

Of course it is, more is better. But do you really need a Ferrari to get to work and back when a Ford will suffice?
