So, my problem is with Minecraft(wow).
I'm running SEUS shaders pack and RedCraft Smooth Realism x256 x128 texture pack with everything at max settings. Great, I should be able to run this with ease, especially because my GPU can run Witcher 3 while I use 2 other monitors to watch Netflix and Google things. I should be able to waltz right through Minecraft.
I slowly changed every setting there was(Optifine settings), nuked the texture pack, and I changed everything except for the shaders. Even at MC's bare minimum, shaders limited my framerate to ~40. I changed the GPU settings through the MSI afterburner and maxed all that was safe and nothing I do changes it. I doubt it's a performance issue because of how the FPS never varies based on what I change. I've posted this on other(moderately appropriate) forums, but why I have it here is for people that know anything 'bout MC and Shaders(I don't.)
(I feel like I should put more crap, so ask questions if you please...)

CPU/GPU usage? With shaders your GPU usage should be pretty much always at 100%, open up GPU-Z and take a screenshot of what the values in the monitoring tab are saying when you're playing, then post it here. CPU usage might be a good idea too.
I have a 980 and can run (or used to be able to, at least) SEUS at 80fps+ on high settings at 1440p, so there's definitely something wrong.
What exactly does "max" settings mean? I'd say 40-60 fps is normal if you're running at everything maxed out and 32 chunks with a 256x texturepack.
I get around 60-80 fps on SEUS Ultra on 1080p, this is on Fancy with 12 chunks and a 32x texturepack
(I meant x128, not x256)
Sure 40 frames is normal, but I don't believe I should have a problem. I'm not the most tech-savvy person, but I think it should be a walk in the park for the 970. Also, "max" settings would mean all the settings for vanilla and Optifine are maxed out(excluding Anisotropic, mipmap, and Antialiasing, which are turned off)

-Core Clock +100

I think you're expecting a little too much for your GPU. The 970 is powerful, but it's no Titan or Fury. It has its limitations.
