Which one of these could run shaders decently well?
You would need a dedicated GPU to run shaders properly. The 2nd one has one but it's not great (a 730 with GDDR3 is pretty poor). To be honest both those machines are overpriced for what they are. I'd look elsewhere Dell arnt usually great if you plan to upgrade in the future.
Intel i5-6400, 8GB DDR4, and an RX 480. It'll actually cost roughly the same to build a similar system, so not bad at all for a prebuilt.
EDIT: Hold up, are you from the US or Australia? Because if you're from Australia you're definitely going to have to build a PC to be able to run shaders. The pre-builts are pretty overpriced over there
Secondhand, check Gumtree and Facebook buy/sell groups. More of a chance of getting something decent that way, new hardware here is stupid expensive.
Otherwise, this is ballpark for a new build (from PCCG), and not including OS. Could possibly get parts a little cheaper from other suppliers, but we're only really talking a $20 difference total. You won't get a prebuilt anywhere near as well performing as this at the same price point, not even close. (In fact, I seriously doubt you could even find a prebuilt capable of a somewhat okay framerate @ 1080p for under $1000)
Could save $30 with a worse case, but i'm somewhat of an advocate for getting a decent one to start with and sticking with it across multiple builds.
I'm looking for a new computer but i'm not sure if the cheaper one is good enough or not.

My current computer can run KUDA lite shaders at around 5-7fps, can any of those ones run at 20fps at least?

If you can do it, a custom build is usually the best way to go as far as bang for the buck. It's not very hard to build a PC. What's your budget?
