Well if you're just going to use it for a Vanilla Minecraft then it no harder than installing java and launcher for Linux after installing the OS itself.
I used to use Ubuntu so you could take look at that and of course there other variants of it and other Linux desktop OSes out there as well.
Just be sure you have CD drive plus CD OR a USB port and the USB itself to put the OS on it.

Seems to be a good deal, but I wish it had something more powerful than a Core 2 Duo, something like an i3 or the AMD equivalent(I don't know AMD's)would be nice.

i doubt you will be able to find a pc with a decent i3 for under 100$ though

The PC King_of_Ragni would probably be the best you'd get online (Albeit not great, MC is not going to run very well), but I'd also check your local Craigslist listings. People sell all kinds of hardware for cheap.
Now, if somehow you can get some more money put in, this would be your best bet at around 300$ depending on merchant:
Cheap, uses relatively modern hardware. and it'll run MC quite well.
To save money on it, I'd check if you have an old PC lying around. You'd be surprised what you can find in them.
If you could salvage the case (whether or not it works depends on size, mainly), power supply (needs to be at least 200+Watts), and harddisk, that'd save about 70$.
If you use Linux or another free OS, that'll save about 85$.
If you can also salvage the ram from the old PC (I suggest 4gb min for MC), that'd save another 20$
But yeah, 100$ is not much at all for a smartphone, let alone a PC. You won't get much performance for that pricepoint.

Actually a Core 2 Duo is sufficient as I mentioned I had one (a DELL) with 4GB. It ran mods more than you think it would. You just need to either optimize Windows well or just load Ubuntu or something "thin" like that.
It's isn't the best thing in the world but with decently low settings it should keep a vanilla player happy.

The core 2 duo is fine in of itself, but afaik (from the amazon page) the system has integrated graphics.
I couldn't find any info on that specific Optiplex model, but I found a datasheet for the 780 range, and it apparently has Intel GMA 4500 integrated graphics by default.
An answer on the Amazon page says that those towers come with a "built-in basic VGA video", so I can only assume that's it.
That means we're looking at performance similar to this:
