Long story short, yes.
It won't run with all the settings on max, but it will run it on pretty normal settings, maybe long draw distance.
I can tell you it WILL 100% run vanilla minecraft well, because this laptop is (slightly) better than the one I bought back in 2012, and it still runs it relatively smoothly even with a bunch of mods.
This is not true. My laptop has the 'dreaded' intel hd graphics 520 and I'm currently playing minecrsft at 40-60 fps average with mods. I can also use hd resource packs.
You can get 60 fps on fast and medium render with optifine and a bunch of other stuff turned down, but you will still get large frame drops often. You can't use 64x or larger resource packs without suffering either.

Who uses 64x resource packs as their "norm"? It seems like you're going off of "Can I play minecraft with the max of EVERYTHING?" rather than "Can I possible play minecraft normally without issues?"

As someone who has played minecraft on a laptop which actually has an older, worse internal GPU, this is simply not true? The only time I had issues with shaky game play was while playing RR3, a heavily modified mod pack... But I suppose my personal experience holds no heed here?

Just to confirm that is a mod related issue your laptop has nothing to do with that crash.

This laptop should work fine. As long as Minecraft runs at least 10 fps, it can be (minimally) enjoyably played.

Absolutely, it will be able to run at low-medium settings. The one issue I have is the low storage space on the hard drive but that's it.
Don't expect to run shaders/record though.
