I recently made a part list for a pc I will be working on. It needed to be under 800 dollars and be able to record at 720p 30fps on new(er) games.
Here are the parts and the reasons behind the parts:
CPU: Intel Core i5-4460 3.2GHz | $174.89
I went with an I5 because of its mid-ranged price tag, you really wont need an I7 unless you are doing some crazy stuff.
MSI Z97 PC MATE ATX LGA1150 | $87.88 Eh, just a simple motherboard
Memory: Kingston HyperX Fury 8GB DDR3-1600 | $37.38 You wont really ever really need 16 unless you are doing major 3D video software stuff.
If you do, you could always upgrade in the future.
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM | $48.69
I prefer the Caviar blue because I know that its a reliable hard drive, and its pretty fast.
Video Card: Gigabyte GeForce GTX 970 4GB | $304.99
The 970 isn't as good as a titan x or a 980, but its close.
Case: Rosewill Galaxy-02 ATX Mid Tower Case | $29.99

It's good. You could upgrade to Skylake, or get a cheaper h97 board if you really wanted to. The benefit of Skylake is its better igpu, which you can use to record with using Intel Quick Sync, so their's not as much FPS loss or else. But you should be able to use your 970 too if you wan't to use Shadowplay.
