My friends want's a new computer because the one he has currently is rubbish. Can barley handle minecraft at a stable 20 FPS on the lowest settings. Basically, he wants the cheapest computer possible to be able to run GTA V on high setting with at least a stable 60 FPS. Like I said, no budget, just as cheap as possible. He already has all of his peripherals, so don't worry about that.
I'd go for a locked i5, 8gb ram, R9 290(x) if you can find a good price or them in stock, if not then 390(x), $110 or so motherboard, 550-650w psu, 256gb ssd, however much hdd space you want.
A 270 isn't going to go near high settings 60fps. Looking into it you need at least a a 960/7970/680 whatever to run it at 1080p normal settings around 60fps.
I run a mixture of High and Very High settings and FXAA & MSAAx2 and get around 60-70 fps. That's with an overclocked i5 and an overclocked GTX 970.
If you want the absolute cheapest PC, I'd look on buying used stuff from Reddit Hardware swap. You can get a GTX 770 for around $150, an i5-2500 + decent mobo for around $150, and then spend another $200 on a cheap case, ram, HDD, and PSU.
If buying new, an i5 + 960 is as cheap as it will get.

I have no qobble with nVidia but I would hesitate from getting a GTX, as it is now known that none of them can support DX12. Therefore when games start using DX12, they'll be outshone by quite a margin.

Anyways, I messed around in the settings, and I can actually get pretty stable 60 fps on Max settings, except Reflection MSAA turned off, Grass set to Very High, and MSAA X2

I rarely ever use AA, FXAA maybe but never MSAA. And yes, everything is set on Very High.
I get a solid 60-70FPS with an overclocked i5 and an R9 Radeon 390X on high/very high settings. Even so, that's not very cheap. I'd go with a 290(x) and an i5, and if he knows how to overclock, even better.

I can run GTA V nicely on a 270. I wholeheartedly recommend a quad core with GTA V, could barely run it stable on a G3258.

I can't find a single benchmark that supports very high 60fps with a 270, unless AA makes that huge of a difference but honestly you need AA at 1080p.
Looks like you need at least a 290ish level card to play at or above 60fps with the minimal AA on
