Don't buy from cyberpower. The chances that you will get a bad item are very slim.
I made some edits to your build. Cheaper HSF that overclocks just the same, cheaper mono, cheaper ram, 2133 won't make a difference, cheaper sad, better gpu, cheaper case, and better PSU. There is a tier list, and the one you picked was their 3. The one I have is tier 1.
I get so many suggestions from so many different people, it's hard to decide when I have never went into extreme depth of how these parts work, how reliable they are, or anything similar. I have really looked up people with nice computers and compare their parts to mine to estimate how well me and my dads PC will perform. I will be playing games like ArmA 3 a lot and want to play on High to Ultra settings with over 50 FPS, my dad wants to do video editing and rendering but won't be doing it ALL the time.
Maybe you can all work together to put together the ultimate system with parts you all agree on?

I've come up with three different builds, two are Intel and the last one is AMD. I would have chosen a GTX 970 GPU but I didn't see any that were in stock that wasn't over my budget. I'd like to know if all my parts are good for the buck, will do great in performance, and if anyone here has any experience with any of these parts who can give me like a personal review? Thanks!
P.S. Thank you all for the help, I am getting this build sometime in November or possibly wait for Christmas sales.
I will leave my reviews and release benchmarks too. Can't wait to get my Dream PC! A budget $1300 should do swell for a dream PC.

Intel I7: http://pcpartpicker.com/user/Webster16/saved/QjcBD3 (I hear this CPU runs at a high temperature!)
Intel I5: http://pcpartpicker.com/user/Webster16/saved/stpD4D
AMD: http://pcpartpicker.com/user/Webster16/saved/fsZWGX (Apparently runs ArmA 3 Ultra Integrated Graphics at 30+ FPS, but then again don't know how well it will do with video editing/rendering)

Here. This is a perfect build for your $1300 budget.
Perfect aside from... y'know, the extreme lack of storage.
