Well there's a lot of Graphics cards that can run shaders if you want more than 60 FPS try out a 780 Ti
HD 4000 would practically die with shaders.

I hope you don't mean the R9 295X2 because I don't know where you got your info but that's false.
My R9 270 runs shaders at 30+ FPS, so anything above that, you should be alright.
