I used optifine with my current processor it did speed it up a bit but it was weird every time I placed a block I would see through the world. And by any chance do you know where to get this for the best price?

Minecraft isn't one of those games that relys on the processor a ton, Usually it runs faster if you have more memory although you probably still want to upgrade your CPU. I happen to have built my computer and although thses sources may not be the cheapest I know they are reliable:

Minecraft can run just fine with slightly low RAM
My minecraft rarely uses more than 30% of the 1 GB allocated to it, and I have 2 GB of RAM. That processor will run minecraft fine. I get around 60-80 FPS with a 32x32 texture pack and that processor is much better than mine.
Minecraft is a game that relies on both the cpu and the gpu. You only need 2 gb of ram to run it well, and to make sure the system is working properly.
To answer your question, an I3 2120 and Radeon 6850 can easily max out minecraft with over 60 fps.
Thank You for all the responses I will Probably get a radeon 6860 or something around there and an intel i3 I already have 3 gb of RAM so I should be good with that. I also have to get a second hard drive so I can run fraps well with minecraft to record for youtube again thank you for all the feedback it helped!

Intel i3 3.1ghz owner here. As long as you have a decent graphics card and an average amount of RAM, you'll be just find. Graphics cards really make the biggest difference in performance from what I can tell.
I have 8gb of RAM (4-5+ should do just fine), i3 3.1ghz processor as stated above, and a GTX 560 ti 2gb (slightly above-average GPU). With just these specs, I reach about 150-250 fps on vanilla Minecraft (all maxed settings), 80 on Tekkit, 60 w/ shaders. Texture packs, no matter what "resolution", do not cause any frame loss for me. If it matters, I can run any of the latest games as well, such as Battlefield 3, Skyrim, etc.
Hope this helps!
EDIT: If you want to record with FRAPS at a steady 60 fps, you may want to improve on these settings a bit. I used to use FRAPS with Minecraft a ton. It definitely drops framerate significantly. I'd suggest downloading (or purchasing if you're into that sort of thing) DXtory, as it's MUCH better at maintaining a steady framerate.
I have Intel i3, 3GB of RAM memory and Java 7 64bit.
I have installed Optifine, I set Java priority to high and use Game Booster to boost my performance.
I get 60 FPS with Normal view distance, and the best graphics with VSync On.
Use Optifine to boost your performance. I think you'll see a major improvement.
