Works both ways. My experience with windows 8 says its a bad investment, and more hassle then its worth. The OP is free to get whatever they want, doesnt matter to me, but just as it may annoy you when someone says they dislike windows 8, it annys me when people like you automatically disregard what they have to say as bandwagon hate. I at least have a valid reason and experience using it to back my opinion of it.

I assure you, you can buy a chassis, heat-sink, RAM, CPU and even graphics cards for a laptop.

I don't understand how everyone thinks the start screen can get in the way and all the new features are screwed up.
Windows 8 isn't very different from Windows 7 and the start screen is very easy to ignore. Sure, it isn't worth upgrading to it but if you have to chose between the two, Windows 8 isn't that much more expensive and its always good to get the latest version.
If you weren't a heavy Windows 7 user (personally I used OS X until I got my PC with windows 8.1), it won't get in the way in the slightest and you can easily adjust your habits - I can see why some find that inconvenient though.
The basics of my complaints is that windows 8 was obviously built for tablets and not desktops. Microsoft appears to want to try and unify all the platforms with one single operating system, which is admirable, understandable, and fantastic... if done right, which they did not.
Visually, the full screen transition from start screen to desktop is just, annoying. For me, the less transition, the better. A start menu is small and give you everything you need right there. If I want to search for a program, i don't need to switch whole screens to do it. And right clicking the windows button in 8.1 is not the same thing as I saw someone claim.
Another visual annoyance is the "metro" theme. I personally despise the level of flat colors they introduced. I like dark desktops because the bright colors hurt my eyes, as I am working on computers daily, and the metro theme adds to the annoyance by making the borders of windows practically blend in to the background making the X and minimize buttons difficult to see. Also I just like the Aero theme better. Its simple, yet detailed and provides that contrast I want between my active and inactive windows.
Functionality wise, simply turning off your computer is a pain in the ass. In order to turn off your computer, you have to move your mouse to the top right corner to get that silly charm bar to appeat, click settings, click the power button, and finally the shut down option. In every version of windows prior, it was simply Start > Shutdown.
Another thing I dislike are how it manages "apps". If you use one of the "metro" apps that bring up their flat colored full screen interfaces, there is no way to close it. And I mean REALLY close it down. At least as far as I can tell, if there is a way, then add that to the list of my complaints, it should be a simple X button like its always been. You can press the windows key to get back to the desktop/startscreen, but the app is still running in the background, forcing me to close it the "dirty" way via ending its process in the task manager. My netbook isn't that great, so I need all the resources I can get when trying to run some programs.
I will say that Windows 8 has grown on my since Ive started to use it. As I've said before, it does have some nice features, but really, why would I want to mess with the things that annoy/confuse/irritate me when Windows 7 does everything I want, how I want?
There are more issues I have with it, but I cant think of them off the top of my head. I just cant in good concious, recommend something to someone that I would not use myself, or is not absolutely necessary for their needs, and there is no absolute NEED for windows 8 at all.

All of those are already assembled... Buying a barebones is not "building your own".
Its partially building your own. The the only thing thats included is the motherboard. Just certain things like the graphics card have to be soldered in. You still get free choice of CPU, RAM, OD, heatsink...
