I was downloading winrar from what almost had to be a reliable source, it went well then I tried to download the faithful texture pack and winrar wasn't working. I kept trying, it didn't work. I opened google chrome again, and a popup came on the screen. Now every site I go to popups keep coming onto the screen left and right. I turned off my router and back on to see if that would work, no luck. Someone please help and post as fast as you can! This computer was expensive!

On topic: there's lots of malware/spyware/etc scanners out there. Spybot Seek & Destroy, Malwarebytes, most antiviruses, etc, etc.

get malewarebytes. Their website is malewarebytes(dot)org. click free version, wait for it to finish downloading, then install. After installing, run with Admin rights, and do a FULL scan. It will pick up at least one or 2 things if you keep getting pop-ups.
Since you said you're getting pop-ups everywhere, you most likely got adware or some kind of malware. That will be one of them it should pick up.
After it picks them up, it will quarantine them. After that Reboot your computer!
Then,unless you have an antivirus, install one, like Avast! free antivirus.
I got a virus that got the F.B.I involved. It encrypted all my electrical data files. G_G Virus they win I was attacked.
It likely wasn't the FBI, it was probably a ransomware program masquerading as the FBI to scare people. Still, ransomware is a pain in the ass and unlike other viruses/trojans, it does what it says on the box (so to speak).
i usually run an URL through virustotal if i dont know the URL or dont trust the source. 10 out of 10 times this has saved me from harmfull software/freeware.
Personally i think illegal downloads is safer then a load of freeware stuff out there. just to bad it is not allowed (hehehe)

Wow, just wow. Does it really say your "electrical data files"? It sounds like some spyware is pretending to be the FBI are trying to bribe you into installing a new virus onto your Xbox. Just as a note, the real FBI would show up at your door step, not put a pop-up on your computer.

There was a virus like that going around on tumblr a bit ago, maybe even still going around, that does something like that. It locks your browser and say the FBI has seized your computer and you must pay something-thousand dollars to unlock it.
