Depends what sort of fan it is, if it is an exhaust fan then it needs as high cfm as possible, if it is on a radiator, heat sink or really anything with a lot of resistance you need one with a much static pressure as possible.

CFM refers to how much air is moved per minute. Simply put, it's better to have more.

Pretty much what teckmaster said but most of the time the higher the CFM the louder it is going to be
