CPU is weak tbh. You would do yourself a big favor to get a new CPU, i5 that is before bothering GPU upgrade. Then you can look into a 670, or a Hd7950.
CPU and motherboard est 270 bucks. HD7950 depending would be 300~. It is difficult to say. But honestly, get a better CPU before a 500 buck GPU.
The CPU would be ok, but a i3-2120 would be like 20-30% faster or more.
I'd go with a $250 card and save the rest for a new motherboard and cpu when you need it. Your CPU will be fine with a 7850.

Upgrade that and then get a bit cheaper of a card, its much better.

If he went with a new mobo he would need a new OS too. And also most likely a PSU to fit with the card.

You can just ask Microsoft for a new activation code if you change your parts around.
