Not really, if they are online and you are online and the tubes ain't wide enough, it's going to be slow.
The only way to remedy this is to get a better internet plan from your ISP.
Remember, the bandwidth they are feeding you is split up into however many people are currently using the internet (Unless you are on FiOS or Comcast cable, in which case each person gets their own ##mb/s stream).
So for instance, if you get 3Mbits down and 1Mbits up, you in actuality get 1Mbit down and 0.3Mbits up if it is being split between 3 people.
