I just got SW:TOR, and before I even opened the case I looked at the back, and my computer is WELL over the minumum requirements, and about equal with reccomended
The game can run at 60 to 100 FPS, but then randomly it spikes down to 5-7 FPS for 30 seconds, and it's driving me insane, because it still does the exact same thing on highest settings as it does on lowest settings. My only guess could be that my OS won't work with it.

CPU: AMD Phenom II X2 Dual-Core 3.31 GHz (it's not quad-core, but it's faster.)
VIDEO: Nvidia GeForce GTX 460, I believe it has 1GB on-bord RAM
RAM: 4GB (though it says only 3.75 when I go under properties in my computer.)
I know it's capable of running the game smoothly, because even on highest settings it can get to 80ish FPS. But even on lowest settings where it should be able to run it for sure, it still gets these lag spikes.
My Suggestions:
Close unwanted programs that take up RAM.
Defrag your hard drive and optimize file placement. (I use SmartDefrag 2)
Use Game Booster V3.
Fix any errors your computer accumulated over time. (I use Advanced System Care 5 Pro)
Scan for Viruses and Malware. (I use MS Security Essentials & Macafee)
If all else fails, report the problem and hope for a patch to fix the issue.

Well I don't run anything in the background
But I'll try all of those other things to see if it helps, but I'm kind of doubting it will because those are overall general cleanup things, but on other games I don't get random lag spikes, either way I'll still check.
There is very little time when a computer runs nothing in the background. Go into the task manager and you'll see.
I mean applications. I know there's background processes, but if those don't cause lag in other games, I don't see why it's causing lag on SW:TOR only.

What is it doing when it lags are you walking into a new zone or something, do you see hard drive usage spike?

It does spike when I'm in a new zone, I get that, but sometimes it just randomly happens, sometimes even inside buildings where it usually runs even faster. But I'll check to see what happens when I go to a new zone.
Okay, well I watched the CPU and PF usage during gameplay and they were pretty high, but didn't really change with the lag spikes
CPU Usage was somewhere in the 60-80% range which seems ridiculously high.. but at a few points it actually spiked up to 97% and still didn't lag.
PF Usage stayed constant at about 1.98 GB

My guess is the lag spikes happen when the game is loading textures for the graphics because of the 32bit os you can't access a very small part of your video ram around 128mb.
If you can't buy 64bit windows 7 download the windows8 beta you can get it for free and runs as well as 7.

I think I can get 64-bit windows 7.... is it possible for me to get windows 7 from a code that came with a different computer that was already registered?

If it is a oem copy they usually are tried to specific motherboards but you can try.
