Its a cheap $50 graphics card that was released in 2008 (I think). I bought it last year as it was my first computer build and I was on a tight budget. Since then I've done a upgrade on the Processor (AMD Athalon II Triple Core -> AMD Phenom II Quad Core) and what is essentially a downgrade on my mobo (budget issues again), because the first one (remember, that was my first build) had awful PCI slot placement. Got a new case too. I kept the same HDD, disk drive, and Wifi card. Every other fan on this computer are around 5 months old, as I upgraded not that long before I graduated High School.
The computer is otherwise really quiet. But this fan has started acting up. I can hear it from the other side of the house. D: Product Page Link
Cheapy cheap. I want to upgrade to something actually decent but I don't have the cash.
Any advice on dealing with it? Such as alternate DIY cooling methods or rigging a normal PC case fan or something to it?
And no, I can't upgrade now, I don't have the money, I would like to, but am too poor too.

Probably best to get a new card.
If that isn't possible... clean the card out with some air from an air compressor or similar and try restarting. If that still doesn't fix the problem then you can try spinning the fan with your hands to find any obstructions, and if there is, definitely consider either getting a new card or replacing the fan with a home-pasted heat sink.
