I'm really biting my tongue. I actually want to help you, out of a sense of professional pride. I think you might be better off learning the hard way though - so I'm keeping my advice very limited.
If you can't afford a license for Win 7 Home Premium, what on Earth are you doing buying an after-market CPU cooler? Win 7 costs under £75 for an OEM license.
Also... because I can't help myself... you are buying a ridiculously over-powerful PSU. Buy instead a quality, lower-powered unit and a separate case. PSU+Case combos rarely include a PSU of any appreciable quality. You may not think this important, but in 12 months time when your system starts to flake out, you'll understand.
Get a Seasonic PSU between 400-500W. Buy a modular one, if you like, but you do pay a premium for that feature.
Using a 700W PSU to drive a 400W load just results in inefficiency.

A Seasonic S12II or M12II is probably your best bet.
Stay away from Corsair CX products, though.

Eh, I guess I'm late but I wanna mention that Phenom 2's are very loud with a stock cooler. Unless that doesn't bother you, you might want to buy a cheap one for the sake of your sanity.
