Alright, I've run out of ideas on how to fix this, put a hard drive through the wall and would really like help.
I am using Verizon's basic DSL package as it's the cheapest internet around(I'm hoping this isn't the problem because I can't afford anything else). Recently I've been having major issues with my download speed and connection reliability. My modem will disconnect randomly or reset("DSL" light either stays green or flashes while the "Internet" light goes out) and can take a while to get reconnected. When it is connected I'll get a random download speed from 32-608 Kb/s while my upload stays at a solid 448(I've tested it, the speeds are accurate), but the download speed normally doesn't go above 512 and commonly starts in the 200's and lower. When it's finally connected the download speed slowly drops(never goes back up either) until it either hits 32 Kb/s or dies again. It can also take ages to connect to the internet when reset and requires 2 restarts 90% of the time or the DSL light stays on and doesn't connect.

Have you checked your ISPs service status, if it's been going on for longer than 2 or 3 days then it's probably an issue on your end. Otherwise is might be just an issue with your ISP.
I know my ISP has shitty DNS servers that always break. I've since switched to OpenDNS, much more reliable.
