No what I mean the very early Alienware Steam Machines were out before Valve finished SteamOS. They ran a modded version of Windows with an overlay. It was possible to boot into the Windows desktop.
I think now they ship with SteamOS, but you could install Windows, but thats $100.
Best Buy is doing a Black Friday sale for the Alienware Alphas. It's $225 for the i3 + 4gb ram model and $375 for the i7 + 8gb ram model.
For a small prebuilt with Windows, this is actually a really good deal, I'm planning on picking a couple up lol.

I'm not familiar with steam machines. Is it just a regular Windows build where you can run whatever on it, or do you have to use some Steam interface?
It runs a regular Windows 10 build.

Afaik the Alienware Alphas steam machines run Steam in permenant Big Picture mode, but the Windows Desktop can be accessed.
Regular steam machines run a build of Linux.
