I'm not going with windows 10 because I don't really feel that the things that are implemented into it are very useful. But that's just me. I've been with windows 7 ever since 2012 and I'm really used to it. But should I upgrade to windows 8.1?
I've heard it has slightly better performance then windows 7, and it's faster in general. Should I upgrade?
Windows 10 is faster than 8.1 since that's the appealing factor for you.
Really, why not just get the FREE upgrade to Windows 10? DirectX 12 support, multi-desktop, Microsoft Edge (it's actually really good), Cortana (also really good), and lots of itty bitty nifty stuff. Not to the mention the Desktop UI is so much better than the Tablet UI that 8.1 was designed for (you can even choose to use the Tablet UI on 10 if you want to)
Haven't spent more than a couple of mins with W10, so unsure of whether i'll upgrade my PC right away as I have no experience with what it's like. I reckon what i'll do is upgrade my tablet and have a play around to see if I like it, then upgrade my main PC when it's proven that there aren't many OS-breaking bugs to be found. With the improvements, start menu and better flow/design though, I like W10's chances.
If Adobe CC isn't supported though, I won't be upgrading until it is.

I would agree Win10 is WAY better than 8/8.1, especially if you're upgrading from 7. However, I fail to see why Edge is better than FF or Chrome. Also, what can Cortana REALLY do? So far it can do weather, and maybe news, and there doesn't seem to be any sort of suggestions like Google Now.

I will not be upgrading any of my Windows 8.1 systems in the foreseeable future. Windows 10 comes with negative points for me.
-DirectX 12 is meaningless until something actually uses it. And even then, you'll need a card that implements DX12 features in hardware, otherwise you'll be taking a performance hit since those feature levels will be emulated in software.
-The "Search" feature insists on searching the web. This cannot be changed. every time I use the Start->Search I need to select "Search my stuff" AFTER it has searched the web with Bing. I want to start a freaking program, I don't want to search the web. How do I disable that? I can't. No Group Policy to change, nothing. It's hard set.
-Not unlike Theme customization, which is now completely absent. You cannot change the colour of window titles, Window titles merge with the rest of the non-client area, in what I can only call a new visual design approach by Microsoft that could be called "dictator". You want your title bars to be green? Yeah no problem, as long as you are running Windows 3.1 through 8.1. Windows 10- nope. No option. Active Windows always have a white title bar. There are aftermarket tools already available to customize that, but no. Just no. I'm not going to use an Operating System that requires aftermarket tools to provide basic features. You want to customize Window borders? Yeah, you could do that in Windows 3.1. Not in Windows 10. Why not? well, it's hard coded as all borders being non-existent. or, rather- the borders are invisible. And by invisible, I mean they exist, but you cannot see them. The actual window extends several pixels outwards and you can grab the invisible border there to resize it. Why is it invisible? I don't know. Probably so they can make desktop programs look consistent with the "Modern UI" Applications that can now be run in a Window that nobody ever purposely uses.
-Cortana. This is not a benefit. People need to stop pretending this is a good thing. It's awful. It's an attempt to clone the equally garbage Siri and slap it with the name for a overly sexualized AI character from one of their popular Video Game franchises. It's a spectacular product in the sense of marketing. What better way to appeal to the lonely, friendless neckbeards who play video games all day then to give them access to a piece of software named after one of the many video game characters they probably get off thinking about, and let them pretend that "a girl likes me" by asking her stupid questions. 'I haz a girlfriend now becuz I have Cortana!'. It's only saving grace is this piece of software bile can be disabled with a Group Policy, letting me watch Cortana cry about "I've been disabled by your System Administrator :(" yeah, I know. If I could kill you outright, I'd do that.
-Multiple desktop support? Laughable. I was expecting, you know, multiple desktop support. It is such a awful, useless implementation it is practically an insult. You know what it does? it saves window locations. I can install Desktops or an older version of Desktops on Windows 98SE/Me/2000/XP/etc., which had multiple-desktop support built into the internals. I switch to other desktops, you know what changes? The desktop. Taskbar programs are different, for one thing. on Windows 10? Nope. Taskbar remains the same, the programs on the other desktop are simply marked off in the taskbar, and selecting one switches to the other desktop. What a pointless, trash feature. If they are going to add multiple-desktop support, they should probably do it right, not phone it in with this half-assed attempt, because it is absolutely pathetic.

I wonder if one day Microsoft will turn on a switch that makes all Windows 10 users mindless consumer robots.

Yes its very quietNOT ANYMOREIf you're on W7 and are used to Windows 7, then Windows 10 would be better than 8, as Windows 10 is basically like a faster re-skin of Windows 7.
I have Windows 10 on my older desktop.
