You may want to consider Lubuntu. Your laptop is quite low spec and I'm not sure if it'll run Ubuntu smoothly. You may be able to run Ubuntu on the thing but if it doesn't run well put Lubuntu.
Also, why does it have no OS? It should have an OS if it's coming straight from the OEM.
Also also, Minecraft probably won't run well on it.
So, I think that I will use Windows 7 or 8. Also, how is will be fps in Minecraft in that computer?
Serbian distribution service. It just sucks. Only High end PCs comes with OS preinstalled. I paid mine around 900 euros and it came with Windows 8.1 and free headphones. They make you buy most expensive PC they have, and if you don't...well, that happens. Also, OgnjenCar123, may I ask in which store you're going to buy it from?

It should run Ubuntu 14.04 LTS 32 or 64 bit fine. Anything newer (higher number) from Ubuntu, will have issues with older hardware and it will not be as stable as the LTS (Long Term Support) version. 2 GB is the bare minimum for a 64 bit OS, it might be smoother with 32 bit or you could upgrade the RAM. I have my kids running a 1.5 gHz dual core AMD computer with 4 GB of RAM on Ubuntu 14.04 LTS, and they usually get about 10-20 fps on Minecraft without Optifine.
And regarding why a computer has no OS, oftentimes used computers won't have an OS if someone transferred the license to another computer or if the hard drive failed and the prior owner has no backup discs to reinstall Windows. I've occasionally bought used computers that way locally or off ebay, usually when I buy an older, used computer I'm going to upgrade the hard drive anyway and install Ubuntu since it loads faster than Windows in my experience.
