I was really hoping to find a pc that would not or rarely lag. If this pc is not good enough for minecraft please give me recommended specs on than what is given on the mojang site.
if you select good quality components, yes. get a good psu, half-decent cpu, good graphics card. a cheap h81 mobo can be used if not ocing as pretty much all h81 mobos support the 4790k.
Intel HD Graphics are awful at anything other than 2D gaming. If you really wanted integrated grahpics I would atleast go for an AMD CPU.

I have a laptop with Intel HD graphics 4000 and an i5 3210M and I can run a lot of games, just some of them not very well. For example Cities: Skylines runs at around 30FPS on minimum settings.

A higher end, newer generation i3 or i5 is going to be a good enough CPU for Minecraft. For better performance for Minecraft and especially some other games, adding on a cost effective graphics card like the Nvidia 750 Ti is a good option. If you have enough to spend to include a decent graphics card in your build, I would recommend getting at least that, if not a higher end card.
Building computers isn't that difficult. Though depending on your age, you may want some help with it from an older friend or family member that would be willing to build it with you. Just search YouTube for how to build a computer. The video guides from Corsair are pretty decent, but there are others as well. The main thing that can be a little difficult starting out is making sure that you get components that are all compatible with each other.

HD 4000=/= HD Graphics. Your HD 4000 has 16 execution units clocked at up to 1350MHz; his has 10 clocked at up to 854MHz. Quite a big difference.

My laptop has an i5-5200U CPU in it. The graphics with that CPU is called "Intel® HD Graphics 5500" according to Intel. It plays vanilla Minecraft quite well. (60+ FPS at 1366×764, 12 chunk render distance, use VBOs off, but otherwise max settings.) Granted, my laptop definitely isn't what I would consider to be a "gaming laptop," even though it can run some games quite well.

It doesn't even matter about graphics at this point. The celeron j1900 is really weak in terms of CPU power
