aww. you could use a hopper clock? or what you could do. Is awhile ago I made this pulse extender circuit. What you could do is on the output. Put a command block that reactivates the pulse extender circuit so you effectively create a 60s period activation circuit. (or whatever time you want)
Is there a way to make it without the redstone repeater? I have tried the guides for 1.13 but still didn't work as intended.
Make a timerclock that executes any command for every 60 second interval.
If you can post the detailed steps below I would be grateful.
Why don't you use the tick delay setting in a repeating command block?
Because the ticks from the redstone repeaters are not always stable.

Assuming you are using Bedrock.
Go into your REPEATING COMMAND BLOCK.
And go change your TICK DELAY setting
