I think the guardian temples are just all messed up still, so starting a new world might work but it might not. I hear so many different stories from minecrafters that are all different. Some can't get any to spawn, some works perfectly fine. For me the distance changed, I used to be able to stand 20 blocks away for the guardians to spawn, now it's like over 50 blocks and still the spawn rates got cut in half. So for you, it might be where you have the farm, it might be to close to the surface. I feel like they only spawn deep down for me.
According to the wiki, spawning fails the vast majority of the time if the spawning block has a view of the sky, even if the blocks above it partially block light (ie are water). Try putting a roof on your farm and see if spawn rates improve.
I would try this myself, but I haven't yet completed the draining process on my first monument. Even just getting the sand needed to build the outer walls is a chore, especially when you're still in the iron age, lol.
On a tangentially related note, has anyone else had issues with surface hostile mobs spawning inside drained areas? They're not supposed to be able to, but I've had to torch up the interior as I drained it or risk creepers "helping" me gut the place.
Is this why I spotted a Guardian swimming around an ocean where I know for a fact there is not a Guardian Temple?

I made my farm inside the temple, that could help too.
