ok i had a wheat farm similar to what you describe in the first one but that was during other issues i was having and it didnt work...
As for beetroot, does the farmer pick up seeds and beets? And if so wouldnt this get corrupted with all seeds over time? Figured it would require something different to add it as a level to the farm...
So long as you give the farmer some actual beetroots first he should not be able to fill his entire inventory with seeds, this was implemented in 1.8 I believe, possibly 1.7. So just be sure to give him some actual beetroots first before giving him some seeds and all should be fine. I have not tested it however, and well knowing 4J you had best test it first as well.
The change was that villagers will only share 'half' of the food that they have, and since they can't share '1 food', the farmer should always end up with at least 1 of that food in his inventory thus enabling him to harvest and pick up more.
You've likely seen this type of farm on PC, and it does work on console but requires a block update for the pop of the crop, as the dispensers doesn't trigger a block update, or at least they didn't. I haven't tested this farm in awhile so things may have changed.
As of about a week ago, the ImpulseSV micro crop farm works in my survival world as it was originally designed. I wouldn't recommend using one if you don't have an easy source of bonemeal though.
