No. Achievements cannot be added with updates. They can only be added with the release of DLC. Until 4J Studios decide to give us our first DLC, then we will never see new achievements.

Correct me if I'm wrong, arcade games have a restriction of 400 G or less. So that's why there is probably not going to be any free achievements. Although I want Achievement DLC to at least yeild 400 G and 80 MS.

Do you mean in terms of, that you've noticed new achievements listed for you on Halo Reach, despite not having downloaded the DLC to get said achievements? if so, then I think its because when DLC is added that introduces new achievements, they are automatically added to everyones achievement list for that game, regardless of if they have the DLC or not! Which is stupid in some ways, as I've completed the original 50/50 achievements for Saints Row 3 and got 1000G on it, but it won't appear on my 'Completed Games' area as a result of the DLC achievements being present :/ so I'd have to buy the DLC and complete all those new achievements in order for it to be added there now!

Under the new terms, the base Gamerscore you'll get from an Xbox Live Arcade game will rise from 200 to 400 points or 30 Achievements, with another 100 points or eight achievements - eight achievements per financial quarter - possible via DLC.
In total, Xbox Live Arcade games could offer up to 800 Gamerscore or 62 achievements. Compare that to an upper limit of 350 Gamerscore or 35 achievements under the existing policy.

Maybe they can do a really really cheap DLC that adds close to nothing maybe something small but achievements and charge $1.00 for it or something. That would be alright with me. Considering the crap other games put out as DLC's and charge 19.99 for that would be pretty decent.
More achievments would make the game more challenging, I know people like me strive to get all the acheivements (bragging rights) and even some more unlockable gear? But we all know Microsoft isn't THAT generous.

Anyone can make up their own list of additional achievements. Then, build an individual achievement hall fo reach person in that world, craft a cake in the game for every achievement reached, and display them with signs saying what they're for.
