Step 1: Download this application known as PocketTool.
Step 2: Download the desired texture packs.
Step 3: Go to your PocketTool.
Step 4: Tap the "Install Downloaded Content Button".
Step 5: Click "Textures" and then LONG TAP the name of your texture pack. The option "Install" should show up. Tap the option.
Step 6: Go back to the menu of the application. Then tap on "Change Texture/Skin"
Step 7: Tap "Textures" and LONG TAP the name of the texture pack. The option "Use" should show up.
Step 8: At the bottom of your phone, there should be a more options symbols. (Represented by 4 lines for Xperia Ray) Tap the symbol. 3 options will show up. One of the options reads "Apply Changes". Tap on that option.
Step 9: The option of Uninstalling Minecraft Pocket Edition should show up. Uninstall the application. Then it will show an Install Minecraft Pocket Edition option. Install Minecraft. (It is not deleting and re-buying the application. It is simply taking your application into it's database and installing the texture pack, so don't worry)
Step 10: It should say Application Installed. Then the most important step is to enjoy your texture pack.

When you uninstall it it doesn't mean you have to buy it again.
I have looked into your problem. Now, there can be three problems. One problem is that you have a problem with the application. If you did not buy this application but instead downloaded it from 4 shared or other such websites and hence it is not able to install the texture pack. The second problem could be that the texture pack you downloaded could be outdated. Thirdly, there is some sort of bug in your application. But do not have fear, there are solutions to your predicament.
First Solution: Uninstall "PocketTool" and install it again. Then repeat the steps I presented.
Second Solution: Re-download the texture pack and install it again.
Third Solution :Download a different texture pack and then do the given process.

When I try to download a texture pack from the browser it says that there was an error on the download, and it doesnt happen with other texture packs only, it also happens with all the files I try to download from the browser.

Well sometimes .zip or .rar files change to .bin when downloaded in my device, I rename 'em to .rar or .zip n' sometimes it fix the problem, if not then I download 'em on my comp.
Do I need to jailbreak my iPad to do this? If so can I put a texture pack without jailbreaking my iPad? And how would I install it? Can I do it by plugging my iPad into my laptop a do it from there?
