You wont be able to take full control of your server if you have someone else host the server for you. Even if you set the commands. Its safer if you portforward you own server too
Pocketmine, which is what I believe you are thinking of, ports from the device that pocketmine is installed on. Such as your computer.
I recommend portforwarding your server yourself, if you don't know how to I can teach you a step by step process. But if you don't know the login username and password I wont be able to help you, unless its still the default login.
There is also the other consequence... If the wifi goes out, then your server goes out. You can't really fix that because its not your WIFI, and whoever port forwarded for you is no where near you.
Port forward on your own network or pay for hosting in order to have full access and high uptime.

But is it different for every router like verizon?
It is different for every version, but it is generally all the same.
You need to go to your browser to set up port forwarding.
Step 1. Install Pocketmine (make sure you go through the setup wizard). If there are steps in the installation that you don't understand then just hit enter, and it will set as default.
Step 2. Open your browser and input your default gateway.
You can find all your information about your internet by typing cmd on your search bar found on the start button. Then type ipconfig to view it.
Step 3. After inputing your default gateway you should find yourself on a login page. Type username and password.
Step 4. Find "Port Forwarding", it may be below the tab "Advance"
Step 5. Input as below:
External IP Address &
Start/End Port
0.0.0.0
19132 / 19132
Local IP Address & Start/End Port
This is where you will input your IPv4 Adress
19132 / 19132
Description
MCPE
Protocol
BOTH
Forwarding
Yes
Step 6. Go to google to find your public ip address, so that other players may join. Search "Whats my public IP Address".
Step 7. Run Pocketmine and give your public ip address to your fellow friends to play.
If you have any questions I'm here to help, so ask a stupid question cause we all did at one point when making a server.
Do you have an android? There is a way to host your server on the android but there is no alternative way to host on the ios. Especially if your running iOS 8.
If you have windows which im assuming since your an android user, you'll want to head down to search on the start button and search "cmd". After that a terminal should appear, type "ipconfig" and all your information on your ip address should appear.
If your going to use your android to port forward you'll need to get the internal ip address of your android which is found by looking at your details of the wireless connection you are connected to.

Yeah i have android
But you still have to portforward it for other to play on it so
Here's the video on how to portforward on that router:
Here are the specs you need to input in:
Choose Custom ports and port to 19132
Specify Address: This is where you will put in your internal ip address
Protocol: BOTH (TCP and UDP)
You input your internal ip when you portforward. The public ip will set up on its own after you've portforwarded.
If your going to use your android to port forward you'll need to get the internal ip address of your android which is found by looking at your details of the wireless connection you are connected to.
