Not likely. Unless that Local server had the "Require players to accept resource packs to join" installed on his world Game Settings, more specifically, on the Resource Packs section, then yes, you can get the resource pack. The behavior pack maybe does not need to be imported since the main L-server will be acting on its behaviors.
