Not to be discouraging, but PocketMine-MP has been in development for over three years. And I'll have you know, there's a good reason why it's still as 'unstable' as it seems. I'll admit, a sever software designed in PHP was a quite strange setup, however, it's proven a great asset for the PHP development community. PocketMine was also created by one of the Minecraft: Pocket Edition developers, this said, I support you 100% for your ambition, and hope you do come-out successful, however, you'll have to be very determined in order to go anywhere with this.

Are you aware that the the designated website's download does not contain a complete manifest of the files required to run the software. Consisting of a Windows executable compiled by a unprofessional bat-to-exe converter, and a Linux bash script yielding a request to start RedstoneLamp.jar with Java, deems the download useless.

Look at forums.redstonelamp.net then navigate to the forum tab,help section then there is a thread on hoe to install it. I reccomend not downloading but making commits as I dont think (i may be wrong) the login packets have been added and if they havent then you cant even join the world.

May I just ask. What do you mean by, "Packets"? I've seen you use the term twice now. Packets, rather, in computer science, are data bins, or packages that enclose data or a concentrated redundancy of one's and zero's. What are you implying?

The Minecraft: Pocket Edition Protocal, or, Network Protocal, is the method of sending packets to and from the Host device. In this case it's UDP, a dynamic means that can be deemed father stable compared to its counter part TCP (in performance over precision). But the Protocal is not defined as a 'Packet', in turn, just a Network language.
The reason this is different/unique than PocketMine is the fact that it runs on Java, which is much less resource intensive, and the major one that most people care about, is that it will have mobs in the initial release, unlike PocketMine
