I've been playing Minecraft PE for a while, and I want to make a PE server. I don't want it to be on Realms, and I want it so that you can access using home network only and my siblings can play on the server even if I'm not there.

Allow me to break it down here:
First off, Realms is in closed beta as far as everyone's concerned, so nobody can make Realms servers anyways. PocketMine did have a Realms extension, however Mojang politely asked the developers of PocketMine to shut down the service.
Secondly, you can make a local server just by turning on the local multiplayer feature in your Minecraft PE app. However, players must be on the same network (or WiFi) as you, which creates a somewhat disadvantage. You must also be on the server at all times for it to remain running.
Third, you cannot make a server like the one you are talking about without downloading the PocketMine-MP program and port forwarding your router. Yes, players will be able to join it from anywhere, however they will only be able to do that if they have your server's IP address and Port number. The only upside to this is you don't need to sign up for a website's services, and there's no payment involved! (Aside from your internet and power bills. :P)
To cut it briefly here, you can make a server, however for it to be accessible only from home network would involve local multiplayer, which needs the host to always be on.
