I could make this with biome terrain generator in seconds, no mods required.
Or, you could find one of the many times maps have been posted providing this type of environment and just make a backup copy of it. Or, you could accept someone made a simple altered rx.class file that, unlike the BTM, takes only seconds to deal with to produce a simple flat map. I don't know if this qualifies as a mod per se, but whatever it qualifies as it's certainly useful to those who just want a simple on-demand flat grass map.

No it doesn't have caves or any ore beneath the soil also doesn't have bedrock so you dig too deep and you'll fall off the map so careful when using it. And because it doesn't have any trees, coal, or other resources to make items other the soil and thats it, it wouldn't be much use unless your using SPC [Single Player Commands] or some sort of item editor.
Though saying that this mod/twink actually can be useful for those who wants to make "large" scale cities, or other things such as space ships etc. Although because the soil is generated right at sea level if you do happen to lay down water in a area bigger then 2x2 squid will spawn in the water.

Such as a fountain or what not squid will spawn in those, or your crops if you decide to lay crops if your doing large scale city or such.

First, read this to decompile ModLoader with MCP.
Then, you can start making your mod. The reason you should try this to get the hang of it is because it is a nice, flat world with plenty of space for you to make your generated thing in.
This small tutorial will teach you how I made the Wood Deposits generation.
However, there is one difference from the flat world generation method and the real world generation method.
In the real world, this would appear over sea, it would destroy hills and trees, so don't try real world generation until you really got the hang of this.

64 is one above ground on Flat World.
64+16 = 80.
This will create a 16x16 block.
A width of 16 is the width of the chunk, so no boxes will generate over eachother. It will be like a giant hidden grid.
A height of 128 is the height of a chunk, but a height of 16 makes a nice box.

And there we have it! Giant blocks generating on our invisible grid, hollowed out with torches in the corners!
The only thing this mod did was stopping plants from spawning (trees, flowers, pumpkins...) and it caused the lightning bugs to happen much more often.

You heard me. This makes worlds generate flat. The only thing that remains are flowers.

Did you get ModLoader and drag mod_FlatWorld over?
- Flat land still creates lakes, if you travel far enough. Sand, gravel, other materials appear around those locations, still no cactus though.
- No trees, Boemtie3 noticed no pumpkins either, however I have flowers everywhere (throw in http://www.minecraftforum.net/viewtopic.php?f=25&t=127036#MoreFlowers for even more variety & color)
- (when using Dungeon Finder) No underground caves, or dungeons generated (as far as I've traveled, so far)
Haven't traveled to Nether yet, will post findings.
I rely mostly on the various drops of the hundreds of mobs fighting everywhere. Or random supplies left in the homes of builders....
You have flowers everywhere most likely because you are using a modloader mod that adds flowers.
