I just started my first world in 1.15.2 and am making my base on a perfectly preserved ship (Except for sail yards) stranded on an iceberg. All the territory within 20 chunks (my view distance setting) is 'Snowy Taiga. and although there is grass there, it is repeatedy snow covered. i'd like to start a sheep farm for the wwool, but any non snowy land is so far away the chunks would be unloaded a majority of the time and also very inconverient to access.
Yes, assuming that nothing has changed since 1.6.4, which isn't mentioned in the Wiki; the only criteria is that the block below the sheep has to be a grass block and there is no tall grass above it (which will be eaten instead). This includes multiple snow layers and other non-full height blocks because the game rounds down when converting the y-coordinate to an integer (so anything from y=64 to 64.999... will be rounded down to 64).
That is one of the craziest looking things I've ever seen in Minecraft. The sheep can eat the grass covered with snow, but it doesn't damage the snow. The grass block retains it's snow cover even while being grazed on.
