I think it should be implemented in survival, and here's how:
XP orbs become an actual item you can hold, which are, by default, stored in the XP bar. You can go into the XP bar by right clicking, take out some XP orbs, and then brew them into potions. This is most useful for SMP, when you want to give your friend XP. To be practical, you'd have to be able to brew in lots (multiple stacks) at a time.
You could spend xp then making them? Sort like how you spend xp enchanting. Also then you could store xp bottles in a chest in case you die in your single player server.
I absolutely LOVE the idea of being able to store EXP... and maybe it could be awkward pot + rotten eyeballs (Mix rotten meat & spider eye) = Rotten Potion.. Then rotten potion + explosive pearls (Gunpowder + ender pearl) = Bottle o' Enchanting. This three step equation basically "extracts" the exp out of monster drops.
Using them to store XP is a good idea. As they are though, adding them into the game would be useless to anyone who has a XP grinder. I believe the point of adding them is so people can use them in custom maps as rewards.
Wow, people are still saying it's for Creative mode?
Sure maybe at first, but right now using an enchantment table at any level in Creative Mode will give you access to every level of enchantments. Thus, useless. Also it takes a long time from what I know to level up with them anyway.
But as a few others have said, having them, say, be enchanted water bottles that store your XP in them and when used will give it back to you seems like the best answer, and resolves the issue of loosing a lot more XP on death than seems reasonable.

of enchanting breaks like a splash potion. After that you take your new potion to a enchantment
table at which point you can spend XP trying to enchant your bottle.
But I think there should be a negative effect to this, such as maybe only 75% or so of what you
spend would actually be stored in the bottle.
So a level 10 enchant would yield back 7.5 levels or so after breaking.
Of course this is all for the fun of it as I don't think it will ever be able to be crafted.
If they do add it, I want dirt to be a component. This may sound strange as it is so common, but people will want it so much they will destroy their land scape, destroy massive areas down to the smooth stone to get all the exp they can. Personally I would find that funny. also should have some important ingrediant too.

you have infinite exp in creative any way so it would make sense if its for survival. recipe- slime balls and redstone dust since experience orbs look a bit like slime balls.

Uh that's recipe for potion of swiftness and in creative you have UNLIMITED exp so STFU guys the recipe shouldn't included diamonds because that's way too expensive for an 3 normal exp orb and not 3 gigantic exp orb and if it got added to survival it would be worthless because you only get 3 normal exp orb.
